Into definite dec larations of policy. What la going on la very simple and understandable If reduced to a human parallel. Nobody wants to fight. All three oountrles recognise that at a certain point Japan will fight rather than give In, and diplomacy is endeavoring to hide the points where a compromise la Impos sible and emphasise those In which agreement Is certain or probable. This process may go on for a consid erable time. It la bound to be confus ing and misleading, but If you conceive that th three principal nations are sitting down and discussing the far eastern question not with tha Inten tion of anforcing any ideas upon each other, but aa I aald before, of exploring area of agreement you will get an accurate Idea of what la going on.
