Committee to Present Proposed Legislation to General Assembly, 1 PROTECT CAR OWNERS Originating with Ideas and sugges tions now brine advanced by mem ber of the Carolina Motor elan. Inc. Important legislation of deep concern to motor car driver will likely be preaented to the general assembly tor enactment when the law-makers assemble next month at Raleigh."" From Ita headquarters here the club haa sent oat a circular listing 14 suggestions (or amendments and changes In law designed to protect automobile owners and to Improve conditions on (he public highways. The circular la broadcasted with the Idea of obtaining expressions of opin ion from club members as to what Is aweded to help the motorist. "Some of the suggestions may be good and some may be bad." said C W. Roberts, -manager of th club. "What we want I to get th ideas of a many member a possible oa th subject," The club, it I under stood, will nam a legislative com mittee to present such changes as ar desired before th general assembly. One member proposes th adoption of uniform traffic laws for North Carolina and Sooth Carolina, made to conform aa tar a la practicable with uniform traffic .laws new being en acted In many other states. He thinks such, laws would "add effi ciency to the enforcement of te traf fic regulations and make motoring more of a pleasure. . Another member think th Caro lina should have a certificate of title act to protect the title to motor ve hicles in sale, transfers and owner ship and to facilitate th recovery of stolen cares. Such a law, It la stated, Is now In fore en 14 states. The circular - saya a prominent banker member of th club wants a law to regulate, th salaries and fees paid the rural officers In th matter of arrest of people using th high way. Enactment of such a law. this member thinks, woald stop ar rests which are made In order to "help business." , , A member urges that some pro vision should be mad whereby the county, when operating motor equip ment, would be aa liable as any other corporatioa for damage caused by it equipment when operated contrary t th law causing damage to th In dividual -On proposal urge "the absolute necessity of having, a law- requiring all moving vehicles, whether horse- drawn or otherwise, to carry a light after dark. - It ta aot only unfair to motorists to be subjected to wagons and buggies and horses on th road without proper designation attar dark, but It la very dangerous to these people. Use of two state license plate In stead of on la suggested because It Is thought th state loses so much ad vertising when th car la In other states, and because th motorist sometimes experiences difficulty with officials who ar not familiar with th law. Among other proposed leg lslatlva changes are; -"Licensing of all drivers, tnelud tng owner of motor vehicles, appll cants being required to pass mental and physical examinations and pay a re of from il to IS for drivers' 11 cease, which may be revoked,. I "Regulation and restriction of th operation of motor busses and tracks, on atat and inter-county highways. It Is suggested that all commercial vehiclea ahould beplaced tinder th Jurisdiction or th atat corporation commission, and that commercial ve hiclea using highways should be dealt with as common carriers; that th slxe, weight and speed ot vehicle should be limited by law and that they should be taxed In direct pro portion to th bentfits which- they derive from the us of highways. "Legislation limiting th jurlsdle tlon of justices of th peace and cur tailing the authority of county con stables and village magistrates, who. it Is suggested by some, conduct speed trap for revenue only. 'A law absolutely requiring the dimming of bright lights regardless of any anti-glare lens. "Legislation requiring every driver and owner of a car operated on the roads and atreets to take oat' liability insurance or give bond for the pur pose ot protecting an Injured person In the event of an accident. "Tractor, threshing machines, road rollers, etc., should be required to re move lugs, cleata and spike from their wheels when the same- are op erated on brick, cement1 or asphalt roads ana nignways. - -, CITYNEWS' Brief Laal Items Of latarast f Daily N Readers.
