They-may be', bound to make pay ments to a certain amount, but they may make them out of any funds in their hands. To this may.be added, that the fu'bt section of the law which makes-the appropriation, includes in the annual appropriated sum of 7,300, 000 dollars the monies, other than surplusses of the revenue, which con stitutes the sinking fund, or shall ac crue to it by virtue of any provisions heretofore m'sthv The proceeds of the bank shares accrued to the sinking fund by virtue of the provisions of th act of the 3 1st day of May, 1 796, jafid m'urhL therefore by the aecretafy .of i! ths treasury have been crU4tiiplated jj ci4 and stated as a part of t-mxannual ap propriation of 7,300,OOclollars.
