And no other pro vision seems necessary for the public service ofthis year. It would be .premature to aUcmpt at this time an esti mate of the receipts and expenditures of the yesr 1810. It is sufficient to observe that, although the receipts may ex ceed those of the present year, it is highly improbable that they should be equal to the expenditure of that year, which, unless the military and naval establishment should be reduced, will amount to sixteen millions of dollars.
