The Commissioners respectfully, suggest that if it
he found practicable, the produccrshould be allowed
to retain a fourth of his surplus to be sold at market
raiies, to-p.-jy for their necessary plantation supplies
when they have to purchase at high market prices.
They earnestly c ill upon the fanners to biirg for
ward their corn now so necessary to the. support of
the army in their immediate front, and which alone
will only prevent thi loss to the enemy, of all their
crops, stocks, negroes, tfcc c. The commissioners
would also recommend, that the impressment should
be universal and uniform, leaving out no one. '
; For the information of all persons concerned, we
publish the following-instrnctions, wiih the hope
that they will be stncjly obeyed.
