This is the greatest num ber that has ever beer, seen on this fide of the Oconee About a thousand Yankee cavalry have been encamped for the past few days at Reid's Mill bavreen Eatonton and Waller's Ferry. Negro fcouts report that tbey speak of'taoviog to an othfr section. Much property has been destroyed in Jasper and Putuain, such as mill, gin houses, and Sums corn cribs and dwelling houses. It was thought in Sparta on Weducsday, that the t'neruy'a cavalry aud infantry were inlying down the Oconee towards the coast. It is th current opinion up the road that Sherman's army i moving down between the Oconee aud Octnulgee rivers. Tun Situation. We hr.vc information thit the eaemy's cavulry, 600 to 1000 strong, is laoring on Sparta. They encamped at or near Devereu's, last Thursday night, about seven milts south west rf Sparta. It cio-jsed the Oconee and pursuing the roa.J leading through Washington ctuistty, by the way of Saudersvilte, will strike the C-jutial Ra'uread about Station No. 14. A column, supposed to be Slocum, num bering from two to threu thousand infantry, is reported to bo moving in conjunction Vviih the cavalry above mentioned, on Sputa. At Sparta theie are two roads, one Ivadin 'to Augusta via Mayrild another to Sander Tille. Should this audacious raiding party come this way, -we are prepared to bstow a proper and becoming chastisement. It is probable, however, that, afir ravaging the country about Sparta, it will combine with the column moving on the road to Savannah. Gen. Hardee telegraphs that ha had left Macon perfectly becwra. From Mace e went to Savaunah to make certain dispositions iu that quarter. He is now where his servi ces are demanded.. A lamentable state of ignorance seems to exist as to the whereabouts of Sherman's main body. It appears to us that reliable scouts from Greensburo' or Sandersvtlle ought to know something about him. VVe hope our Gen erals are alive to the importance of such know ledge and have exerted themselves to acquire it. While we are trifliug with small detach ments, the enemy in bulk may be slipping away. Seddon, Secretary of War : S-me measures of Legislation are believed to be expedient to maintain the number ajd increase the etliciency of the cavalry in the Geid. The policy of requiring the men to lurnish their .own horses was at all times doubtlul, as, whila affording apparently an inducement to greaier care of the animal, it liitvitv... li.i1litiA arwi impairs rfVicin cy. It also causes, almost of nece-sliy, the dismounting fr long periods of those who, having lofct their horses, are unable to fur nish thera speedily or at all, and the absence, often on protracted furloughs, of the men who have sustained such losses, to procure other horses. Under the weariness of pro tracted service, and the eager longing for re turn home, which at tyucs possesses even the beet soldiers, this chance of a furlough, is said to more than counteract trie interest of ownership in the horse, and to continue a pre mium on neglect, or the allowance of casual tics to disable their animals. A worse cons queuce, perhaps, is th-i tendency and tempta tion of the system to induce plundering and irregular m "des ot supplying themselves by the men. Those mounted are aware of the constant liability to the loss of their animal, and ot the difficulty and expeu3 of repla cing them, and are uudjr constant induce ment to obiaiu reserve hxrsss or means to putcnase them. Those dismounted are even more strongly stimulated, by the inconven iences of tneir positions and the danger of being transferred to less acceptable branches of the service, to provide themselves by ille gitimate, means. Theso inducements ant .all enhanced by the limited class of casualties for which the value of the horsos lost is re paid uudea present law, and the delays and embarrassments encountered in affording proof aud obtaining payments. Horses are paid for, too, only at the Valuation assessi d iit the time they are taken into service, ad with the fluctuations iu the value of our cur rency and the enhancement of prices resulting from the increasing scarcity of the proper horses, the value repaid is generally grossly inadequate. If the present sy&tem is to con tinue it is mdispcnsao e mat mere snouia e wider range to the casualties in wnicn me va!u ia rwnaid more liberally in the assess ment of value, and greater facilities for prompt payment. The class of men who constitute our cavalry, while among the most spirited and active of our cuitens, are yet generally, from previous independent habits of life, iwost difficult to dis cipline and subject to subordination. They are but twa apt, theiefore, while individually gal lant and enterprising, to be wanting in orga nization, in discipline, aud the efficiency and reliability which should beloDg to trained troops. Our cavalry have perlormed many achievements of valor and utility, but they have also, en occasions ot great importance. stiowu want of vigilance or constancy, and "caused disaster. There would be the certainty, too, that the men were trained nd disciplined aud habituated to fight as infantry, which, in many instances, our cavalry, from the nature of the country, 5t the like tactics of the entiuy, are compelled to do.
