At a meeting of the New York Chamber of Conini'Tce, to consider the proposition to send relief to the "loyal" citizens of Savannah, a number of speeches were made. The Gold Market. The decline in gold has been very rapid within the past four days. On Thursday, the brokers refused to buy at fifty, and a number of the hoarders of specie were upon the street, anxiouj to sell. Ytsterday, ' gold was very dull at forty-seven and eight. In the after noon, several small sums were sold at the lat ter price, though the market, at a later hour, hail a downward tendency. Several causes have combined to bring about this e'fect : the strenuous measures recom mended by Mr; Trenholm, Secretary of tho Tic.t-ury, to Congress ; the decided action of that cody in determining, by a vote of forty three yeas, to thirty-one nays, to seize all the cotton and tobacco iu the Confederacy, on Government account ; and the closing of the port of Vilmii;gton. Th:; scheme of finance now determined ;pon, aud likely to be carried into effect, may be comprehensively stated thus The cetb n ana tobacco of the country, l iving been rav!e the property of the Government, the Secre tary of the Treasury will pi- ccd, under au thority of Congress, to borrow specie, giving Cotton and tobacco as security. This specie will be speedily applied to the redemption o.f a large portion of the Confederate notes now afloat at a moderate disccunt. 2nd more notes to be issued by the Department : but the in coming cuireucy to be used for Government expenditure or cancelled. The cotton and to bicco seized will be paid for in Confederate money at the market rates (gold being the basis), at the rate of discount fixed by the Secretary of the Treasury in the redemption of the currency. An effort will be made to reduce the volume of the currency to a certain amount, and, if possible, to prevent its in crease. This course of policy, although not formally entered upon, has, nevertheless, al ready been somewhat effective. The hdl of Fort Fisher, and the subsequent closing of the pert of Vv ilmiugton, though deemed disastrous in a military point of view , has necessarily diminished the value of gold by lessening the demand. The public .are not aware of the vast amount of influence txeroisui over the gold market by the opera tions of the blockade-running at Wilmington. From twenty ' thousand to one hundred thousand 'dollars in gold were required to meet the weekly demands of the buers, and n nrl all the gold drawn from the market ti .-we'd out through that channel. On Mon day .aorning hast, one thousand dollars in Co i were soli at sixty-two end a half in Con federate money for one in specie. Two hours aiter.vaiu came the news of the fall of Fort Fisher. Immediately gold rose to seventy nLe, and for several days continued to ad vai:cj, through the combined influence of the brokers, till it reached seventy -six; but here it stopped, and has since had a Steady down ward tendency. So far, then , as the monetary affairs of the Confederacy are concerned, our prospects are brighter than for many days past ; and should eurocurrency continue to improve under the wholesome- treatment now advised ano in contemplation, our prospers in other points ot view cannot grow worse. Richmond Dis patch. The North and the South. In the federal House cf K preseiitatives on the 10th, in the dicussion of the proposed amendment for the ..h.iiinn r.f slnvi'i-v. Mr. Fernando Wood dis cussed at length the want of power and impolicy of amending tlu Constitution iu me uj im posed. He"said he should, on a future occasion, soeak upon the cmdition of the country, and attempt to elucidate the following prepositions. First, a tribute to the intense spirit of nation ally 'which prtvadesall classes at the North. Second, sympathy with the Northern people, and a review of his efforts in behalf of their prosperity a. d happims, and his struggles to prevent civil war and its consequent horrors. Third, a reiteration of his belief that the tocutii cannot be conquered or be compelled to eubuut to a sectional Northern Government, and that even if reduced to a guerrilla warfare, which is not probable, they can hold the South ern country and reader it valueless lor at least half a eenturv. Foutth, an expression of the Jelierscnian principles of the Democracy, whicli c mnot be tco cftm repeated to the people, that thev may see how smoothly, how harmoniously the'iiiacmnery of the grand fabric of the fathers void i move on, if their teachings were net ig nored and forgotten. Fifth, that the Democ racy still beh.dd ia the proud banners of the Uuicn the symbol, of peace, and still labor for s cessation of hostilities, determined, if possi ble, to rescue the seet tpirit of Union ere it perish amid the carnage and venge tuce of civu ,r-,r Sixth thct if the Southern States will return to the Umcn, the Northern States or pecple will iu turn recognize by Constitution al amendment tho sovereignty and independence of the Scutnern States over all questions not expressly delegated to the General uoverumem. Seventh, acd that thereupon Northern and Southern people shall pledge themselves fc a hearty support of measures, peaceable or iorci ble, for the acqusation of CanaJa, Mexico and Cub, and the freedom ot Ireland.
