TO THE SOLDIERS OP THE CONFEDE RATE STATES. 4 FTEK MORE THAN TWO YEARS OF A WAR xlL tare scarcely equalled in the number, magnitude, and tearful carnage ot its battles ; a warfare in which our courage and fortitude, have illustrated vour coun try, and attracted not only gratitude at home," but admi tation abroad ; your enemies continue a struggle in which our final triumph must ba inevitable. Unduly elated with their recent successes, they imagine that temporary reverses can quell your spirit or shake your determina tion, and they are now gathering heavy masses for a iren eral invasion in the vain .hope that, by a desperate effort. surcoas may at lengtn b .reached. You know too well, my. countrymen, what they mean J hv success, their malignant ra?e aims at nothing Us than the extermination of yourselves, your wives, and children. They seek to destroy what they cannot plun li.T. They propose as the spoils of victory, that your hutiit-s snail b nartitioned among- the wretches whose is cruelties have stamped infamy on their Govern-T'e-y .1. ign t . !.",r:tL . -rvi1..- .t; . v .on a.. 1 light the tires of incendiarism wherever they cm rach s"ur homes, and they debauch the inferior race, hitherto docile and contented", by promising indulgence of the vil est pasfdons, as the price of treachery. Conscious of their inability to prevail bv legitimate warfare, not daring to make peace lest thev'should be hurled from their seats of power, the men who now rule in Wellington refuse even to confer -on the subject of putting an end to outrages which disgrace our age, or to listen to a suggestion tor conducting the war according to the usages ol civiliza tion. . Fellow-citizens, no alternative is left you but victory, or subjugation, slavery and the utter ruin of yourselves, your families and your country. he victory is within Vour reach.- You need but stretch forth your h ands to 'ri it. For this end, all that is necessary is, that those who'are ctlled to the field by every motive that can move the human heart, should promptly repair to -the post ot duty, should stand by their comrades now m tront ot the foe," and thus so strengthen the armies of the Confedera cy as to ensure success. The mtn now absent from their posts would, if present in the field, suffice to create nume rical eMualitv between our force and that ot the invaders and when with any approach of such equality, have we ll l- failed to be victorious ? 1 Deiieve tnat dui iev oi unite absent are actuated bv unwillingness to serve their c ;,nn trv ; but th,at many have found it difficult to resist r o. temptation of a visit to their homes and the loved on-s from whom thev have been so long separated ; that oth ers have left for temporary attention to their afhurs, with the intention of returning, and then have shrunk trout the consequences of their violation of duty; that othcrj, a"-ain, have left their posts from mere restlessness and desire of change each quieting the upbraiding. o. his conscience, by persuading himselt that his individual service- could have affluence on the general result. These and other. causes (although far less disgraceful tnan the desire to avoid danger, or to escape from the sacrifices required bv patriotism) are, nevertheless, griev ous f.nUts, and place the cause of our beloved country, and of everything we hold dear, in imminent peril. I re peat that the men who now owe duty to their eountry, who have been called out and have not yet reported for dr.tv, or who have absented themselves from their posts, are'sutiicient in number, to secur us victory in the strug gle, now impending. I call on you, then, my countrymen, to hasten to vour camps, in obedience to the dictates of honor and duty, and summcfn those who have absented themselves with out, leave, or who have remained absent beyond the peri od allowed bv their furloughs, to repair without delay to their respective commands, and I do hereby declare that T o-rant a reneral pardon and amnestv to all officers and men within the Confederacy, now absent without leave, who shall, with the least possible delay, return to their proper posts of duty ; but no exewse will be received for .t,.Al ",. .v . -..mi twenty dav after ti.efust publication ot "this proclamation in the State in which the absentee mav be at thu date of the publication. This amnesty and pardon shall extend to all who have been accused, or who have been convicted and are undergoing sentence for gb Kence without leave or desertion, excepting only those . who have been twice convicted of desertion. Finally, I conjure my countrywomen the wives, moth ers, sisters and daughters, of the Confederacy to use their-all-powerful influence in aid of this call, to add one crow ning sacrnfee to those which their patriotism has so free ly ami constantly offered on their country's altar, and to take care that none who owe service in the field shall be sheltered at home from the disgrace of having deserted their duty to their families, to their countrvand to their !
