General" Lawtou was assigned by the President to the position of Quartermaster General under the act of Congress of last session, giving provis ional rank of Brigadier General to the. Quartermaster ! General, lie was authorized constructirely to appoint a I Brigadier General to that 'office, or assign one already ' commissioned in the Provisional Army, but it is under- J stood that the intention of Congress was to confer the ' benefits of the act on Colonel Myers, who was appointed Colonel in the regular army at Montgomery and assigned, to duty. The Quartermaster General has been supece ded, not removed, and may continue at his post aAssis tant Quartermaster General, unless assigned tt other duty. Gov. Vance, of North Carolina, has been here several day-. Officers by Fredericksburg train this evening report all quiet in Stafford county. Over Forty-Five. We find the following good one in; the local column of the Enquirer : Three young men, handsomely dressed, sat by the west fountain in Canitol Suuare, yesterday morning, smoki x i and chatting pleasantly and leisurely. While thus en I gaged in whiling away time, a respectable looking citizen, i whose head was rather grayish, and expression somewhat stern and cvnical, .took a seat on the same bench, and I managed to'glide into the conversation, turning its course, I meanwhile, to the airav. At length; he asked, " How is it, gentlemen that vou, in the full tide of health, with ap parently plenty of time and money, well brought up and all that how "is it,' that you can sit here idly, and see others fight and be butchered up, and sickened to death for your sake?" " Well," responded one, "the army would suit me well enough, but for one thing: If you will pull off that neatly fitting shoe and roll up my drawers, rou will find a leg made of leather straps and iron ribs. The 'original ' I left at Sharpsburg." "As for me," re marked the second, " if you will take the trouble to feel this left arm, vou will discover that the bone between the shoulder blade and the elbow, to the length of fcVe inches, has been removed. When I stand upon my right foot, also, 1 am balancing on my toes, the heel being gtie. Result of bullets in the second battle of Manassas." The third youth scarcely knew what to say, but looked dag gers at the cynical old codger, and finally broke out: " The same sort of talu forced me in. 1 was a shaking skeleton when I joined, and on the first march 1 broke down, got put in eue of the meanest hospitals in the coun try, and came out paralysed in one side." ( Here he lifted up a shriveled and lifeless arm. ) " And may I ask, sir," he added, " what keeps you out? You seem to be in ex cellent vigor." "Me? I? Why ahem I'm over forty five!" Mohtlk to he Defended to the Last. The Mobile -Advertiser has the following relative to the coming defence of that city : 'While (fen. Johnston was recently in this city the prophets of evil beun to whisper abroad that he had come to consult with Gen. Maury about the ways and means of evacuating the citv. When this was mentioned to Gen. Johnston his grave face relaxed into a smile, and he said, "Had that been my purr pose T should not have shown my countenance among you. I am herfe for the directly opposite purpose of looking in o your defences and prepTtTrUg to hold your city." Afterwards, when he had visited the works, and minutel examined every position and gun, he remarked to the same gentleman, "You can tell your people that Mobile is the most defensible seaport position in the Confederate btates. ' is to ha defended, then, to the last. Mobile r i Inside View of Richmond. The Enquirer has the fol lowing : Tliiere by the lieyiment.. Besides regular bands of or ganized robbers, we have in Richmond a thousand men and more, who encourage thieves, screen robberies, " fencv " stolen goods, and employ all the art of which depraved humanity is capable, in amassing substance by breaking or causing to be broken the laws of the country. They are the life of the organiied bands, and if they are detected and securely put out of the way, the organiza tions themselves must either quit or get caught in their villainy. Men have been robbed all around the city and all over it on the inside, to use a rather general express ion, and the utatna quo seems to continue. Fellow-citizens, no alternative is left you but victory, or subjugation, slavery and the utter ruin of yourselves, your families and your country. The victory is within your reach. You need but stretch forth your hands to grasp it. For this end, all that is necessary is, that those who are cdled lo the field by every motive that can move' the human heart, should promptly repair to the post of duty, should stand by their comrades now in front of the foe, and thus so strengthen the armies of Confedera cy as to ensure success. The men now alstnt from their posts would, if present in the field, suffice to create nume rical equality between our force and that of the invaders and wherf with any approach of such equality, have we failed to be victorious ? I believe that but lew of those absent are actuated bv unwillingness to serve their coun try ; but that many have found it diihcult to resist the temptation of a visit to their homes and the loved ones from whom they have been so long separated ; that oth ers have left for temporary attention to their affairs, with the intention of returning, and then have shrunk from the consequences of their violation of duty; that others, ac-ain, have left their posts from mere restlessness and desire of change, each quieting the upbraidings of his conscience; by persuading himself that his individual ser vices could have no influence on the general result. These and other causes (although far less disgraceful than the desire to avoid dangea, or to escape from the sacrifices required by patriotism) are, nevertheless, griev ous faults, an place the cause of our beloved country, and of everything we hold dear, in imminent peril.
