A Yankee reconnoitering party, includ ing a Chaplain, Lieutenant, telegraph operator and a ne f ro soldier, were captured Saturday on the Savannah Railroad, belew this city. No other firing heard. Froui Georgia Skirmishing witk the Enemy Railroad Accident, &c. Att.anta, Sept. 14. Advices from the front sta'te that Gen. Bushrod Johnson and Gen. Forrest were skirmish ing with the enemy near Dalton, on Friday. Gen. For rest was slightly wounded, but i still in the saddle. The Tankees advance "was at Tunnel Hill Fridav nijiht. Oar forces are concentrating to, meet them. It is reported that Gen. 'Wheeler had a skirmish near Lafayette o Fri day, but the eneray being too strong, Wheeler fell back. On Saturday Buckner took three hundred prisoners at McLcmore's Gap. A general engagement is thought im minent. A collision occurred on the W. fc A. R. R. Sunday, near Altona. About thirty persons killed and wounded, principally soldiers. Railroad Accident. Maiuktta, Sept. 14. The traiiag from Atlanta yester day morniag ran. off the track, two miles abve here. .'o damage, was done, but the ti'ains were delayed, and run mng out o schedule time, collided with a special train .last evening, near-Etowah', killing soe fifteen soldiers and wounding forty. The passenger train from Atlanta thii morniag is delayed here. -Kow at a Negro Brv.acue. The negroes of this city, their wires and babies, bad a barbicue yesterday north of the city aad near the canal. They bad fixed upto have a good ..time. Thoj had a calf roasted whole, and alio a pig and a sheep, and provided them Mltes. splendidly with pine apples, oranges, peaches, cakes, Sec, and buckets of lemonade and icecream. They jay (we of course k&ovv nothing but what we ifare told about the fuss) that they were hating a very pleasant time, when, twenty cavalrymen entered the around and pitched into the nice things they had pro- ided. The negroes stood it for a long time, and un til they found ail their luxuries would be consumed, when they remonstrated and a fight ensued. ; t One darkey was shot in the breast and will die ; .another, was shot 'in the shin, and another in .the shouider. The Commanding Officers of Battalions of Home Guards are charged with the apprehension of deserters and recusant conscripts in their respective counties. For this purpose they will call out for local and temporary service, such portions of their Battalions as thev mav deem necessary. The Deserters and Conscripts Nvill be taken to the nearest Conscript Camp. The Commanding Officers of North Carolina Militia will continue to comply with General Order, No. 5, dated May V, 1803, until the Home Guards are fully organized in their respective Counties. II. Boards for Examination of persons claiming exemp tion from Home Guard duty, because of physical disabil ity, will immediately visit all the Counties in which the " Home Guards " have been or may hereafter be organ ized. The following classes of persons will be ezamined : 1st, All who have been exempted previous to the 15th of July , 163. 2d, All who have been examined subsequent to the 1st September, J863. 3d, All who may be presented by the Surgeon, or com mander of the Regiment, or Battalion of Home Guards, to which the individual belongs. The decisions of the Boards will be final, except that ap peals may be taken to the Surgeon General, with the consent of the Examining Board. After a visit has been made to a County by an exam ining Board, the commander of its Home Guards will not recognize the validity of exemptions issued from this of fice previous to the I5th of July, or subsequent to 1st September. 1863, unless approved by. the Board. Due notice will be given bv the'senior member of the Board to the Commander of the Battalion of an intended viait, in order that those having certificates, or desirous ot being examined, mav have an opportunity of appearing before the Board. Unduly elated with their recent successes, they imagine that teinporary revtrse can quell your spirit or shake your determina tion, and they are now gathering heavy masse for a gen eral invasion in the vain hope that, by a desperate effort, success may at length be reached You know too well, my countrymen, what thev mean by success. Their malignant rage aims at nothing less than the extermination of yourselves, yomr wives, and childre'n. They seek to destroy waat tkey cannot plun der. They propose as the spoils of victory, that your homes shall be partitioned among the wretches whose atrocious cruelties have stamped infamy on their Govern ment. They design to incite servile insurrection and light the fires of incendiarism wherever they can reach your homes, and they debauch the inferior race, hitherto docile and contented, by promising iadulgence of the vil est pa3sions,-as the price of treachery. Conscious of their inability to prevail by legitimate warfare, not daring to make peace lest they should be hurled front their seats f power, the men who now rule in Washington refuse even to confer on -the subject of putting an end to outrages which disgrace our age, or to listen to a suggestion lhr conducting the war according to the usages of civilisa tion. Fellow-citizens, no alternative is left you but victory, or subjugation, slavery and the utter ruin of yourselves, your families and your conn try. The victory i3 within your reach. You need but stretch forth your hands to grasp it. For this end. all that is necessary is, that those who are celled to the field by every motive that can move the human heart, should promptly repair to the post of duty, should stand by their comrades now in front of the foe, and thus so strengthen tba armies of the Confedera cy as to ensure success. The men now absent from their posts would, if present in the tield, suffice to create nume rical equality between our force and that of the invaders and when with any approach of such equality, have we failed to be victorious ? I believe that but few of those absent are actuated by unwillingness t serve their coun try; but that many have found it difficult to resist the temptation of a visit to their homes and the lov.-d ones from whom they have been so long separated ; that oth ers have left for temporary attention to their affairs, with the intention of returning, and thea have shrunk from-' the consequences of their violation ofdu; ; that others, again, have I"ft their posts from mer.- restlessness and desire of change, each quieting thr upbraidings of his conscience, by persuading himself that bis individual ser vice? could have no influence on the general result. Those and other causes (although tar less disgraceful than the desire to avoid dangec, - or to escape from the sacrifices required by patriotism) are, nevertheless, griev ous faults, and place the cause ofonr beloved country, and of everything we hold dear, in imminent peril. I re peat that tlie men who now owe duty to their country, who have been called out and have not yet reported for duty, or who hare absented themselves from their posts, areMufficient in number, to secure ug victory in the strug gle now impending. I call on you, then, my countrymen, to hasten to your camps, in obedience to the dictates of honor and duty, and summon those who have absented themselves with out leave, or who have remained absent beyond the peri od allowed by their mrloughf, to repair without delay to their respective commands, and I do hereby declare that I grant a general pardon and amnesty to all officers and men within the Confederacy, now absent without leave, who shall, with the least possible delay, return to their proper posts of duty ; but no excuse will be received for any delay beyond twenty days after the first publication of "this proclamation in the State in which the absentee may be atthe date of the publication. This amnesty and pardon shS.ll extend to all who have been accused, or who have been convicted and are undergoing sentence for ab sence without leave or desertion, excepting only those who have been twice convicted of desertion. Finally, I conjure my countrywomen the wives, moth ers, siste'rs and rfaughUr3 of the Confederacy to use their all-powerful influence in aid of this call, to add one crow ning sacrifice to those which their patriotism has so free ly and constantly offered on their country's altar, and to take care that none who owe service in the field shall be sheltered at home from the disgrace of having deserted their duty to their families, to their country, and to their God.
