We ob served, mat the character of Franklin, and the province of the Flrt4a, which commence i.h the Gulf upon theAtlantic, and coKteod witli it from Lmt to West, till it reaches tTieJathmtii of Daiien at it western extremity. Lven Irona tlii brief desenptinn, iwo points are suilicientljr evident. In the first place, the value of the Hondas to the United States; and secondly, their importance to ?p.iin. To the United States they will at once alford a natal ral bou idary, and a long line of sea coast antl navigable harbours, wht-re thet are most WanU led. I'o the royal government of Snain. the va. lue of the Hondas is, perhaps, still greater; it is a barrier, so long as it continues, between 8 anish South Amei ica and the Utited State. arrived at laiuJ "i'P"1"" ucn a long and wide pace of wood a m uncultivated land, as eltectually to prevent the dangerous intercourse between the subjects ..I a despotic monarchy and the free people of the United States. It i-., in this sense, the best defence of Spanish America, and the strongest security of Mexico. i'he possession of it by the United States, will hi ing that active peopl immediately into contact with this feeble em pire ; and the Americans, havingsuch a prize at tueir leet, auu w;tu i many occasions tor seiz ing it, will readily avail tnemscKes of it. If we add to these reasons the present actual situa. tiou ol the Spanish American provinces, it will oe unnecessary to add any lurtner explanation, why tut royal government of Soain shoul d pot so iiigli a valud on the uncultivated dserts of Ue Florida. . Now, from north to south, the whole almost of this northern portion belongs to he United States,.except ouly the provinces of the Floridas at the southern limit, which thus intercept tne United Slates from the sea coast ot the Gulf of Mexico. It u, theieiore, a very the American government will assert its right, of maintaining its own peace and good order aud, to t lat end, its obligations to seize the pr j- viuces ot a government, whose notorious iinbo cility and insufficiency were rendering those seas aad islands the refuge of pirates and out lawsa principle which is not without a just foundation, if it were the actual motive, and the only remedy. To confess the truth, howeter we are so little satisfied with the government of Ferdinand, and are so thoroughly persuaded t.iatthe Floridas will Quurislv under the Uititerfy States, that we almost wish to see the AmeriV cans produce a sufficient justification for their possession ot them. But without this sufficient justification ho vever we might wish for the e- veut itself we cannot persuade ourselves to ap prove it ; for it is with nations as with Individ uals that what begins in ill, cannot terminate iu good. T his not only seems to be, but actual ly is, the law ol God in tue government ot the world ; and no nation ever violated the law by which human society is held together, without repaying, either iu the object itself, or from some other interest, a triple retribution, for all that it seemed to gain. If America has sutSi cieut cause, she has our best wishes; if not; we are so sincerely attached to her wise, her simple, and her moderate government, that we must wish her to fail in all attempts in which she could only succeed to an eventually greater loss, and upon this very intelligible principle.- - that it is better to fill than to succeed ta a bad action." A London paper of the 24th July, states, that it is understood the following Circular of its .-true turns has been issied to the liritisb. naval commanders: ' 4 jmeB, 1818.
