The convention of 180 2, provid ing for the adjustment ot a certain portion of the claims of our citizens far injuries austainad by spoliations, aud so lonj suspended by the Spanish government, has at leugth been ratified by it ; but no arrangement has yjt been made for the payment of another portion of like claims, not less extensive or well founded, or for other classes of claiaos, or for th settlement of boundaries. It is well known to her government, that other power have made to the United States an indemnity for like losses, sustained by their citizens at th same epoch. There is, neverthelesss, a limit- beyond which this spirit of amity and forbearance can, in no instance, be justified. The invaders of Amelia Island had assumed a popular and re pected title, under which they might approach, and wound us. As their object was distinctly seen, aud tbe duty imposed on the Executive, by au existing law, was profoundly felt, that mask wis nut permitted to protect them. It was thought incumbent on the United States, to suppress the establishment, and it was ac cordingly doue. The combination in Florida, fur the unlawful purposes stated, fae acts perpe trated by that combination, aud, above ali, the incitement ot the Indians, to massacre oar fellow-citizens, of every aga, and of both sexes, merited, a like treatment, and received it la pursuing these savages to an imaginary line, ia tho woods, it would have been the height of fully to have suffered that line to protect thelu.
