Executive Deparhnent Should Uncover Reds, Javits Holds NEW YORK The executive department of the government “should be charged with the responsibility* of seeing that the executive de partment does its job,” Con gressman Jacob Javits, told Walter White in an interview broadcast today over station WLIB here and affiliated sta tions elsewhere. Speaking on the Walter White program, the New York Repub lican said that the Harry Dexter White controversy “has touched off debate on the highest levels and raised the question: shall accusation be submitted for proof? Attorney General Brown ell was put to his proof which was a very good thing and a very gqpd lesson to McCarthy and others in this field.” Questioned by the NAACP secretary as to the outlook for civil rights. Congressman Javltis said that he believed “the chan ces are a little better than in pre vious years because the Republi can senators don’t have the so cial prejudice that southern Democrats do. I believe a bill a for the FEPC idea has a better chance than a straight FEPC with enforcement powers. Nevertheless, Senators Ives, Le hman, Humphrey and I will flght hard for an FEPC with enforce ment, powers.” Youth Secretary Tours South NEW YORK Resuming his tour of the Southeast, Herbert L. Byrnes of South Carolina and Herman Talmadge of Georgia to abandon the pub lic school system rather than have it democratized. We have greater faith in the common sense and fundamental decency of southern white people than do these two governors. We do not believe that they would ra ther have their children grow up in ignorance than have them taught in the same classrooms with Negro children. Nor do we forsee any of the dire consequenr ces which the prophets of doom always predict whenever tradi tional mores are changed. The admission of Negro students to graduate i and professional schools of publicly financed uni versities in 12 southern and bor der states occasioned no unto ward incident. Indeed, it led to the breakdown of color bars in several private institutions in the region. Nor was there wide spread bloodshed following the abolition of the “white primary” in the South, as predicted. The South is more mature than some of its spokesmen would have us believe. There is mounting evidence that a con stantly growing segment" of southern "Whites is ready to ac cept the end of segregation. Edi torial comment in the aouthem pres* indicates a deetre to com- ply with the Court's ruling and rejection of the Byraes-Tml- madge proposal to abandon the public school system. Chureh groups, units of tlie organized la- bor movementy students, youth organisations, and others in the South of both races have gone on record as oppoeed to the con tinuation of segregation. As our lawyers argue for an integrated, democratic public school system* they will have the practically solid support of Negroes in all sections of the country, as well as the endorse ment of tiie most enlightened elements of all races and faiths in all parts of the country. Against them will be arrayed the spokesmen for the most benight ed element in the country, the professional hate-mongers, the timid souls who always fear change, the reactionaries who continue to look backwards to the Nineteenth Century, the weak and insecure who dread the possibility of meeting other groups in free and open compe tition. The public school systetn is one of the foundation stones in the structure of democ^cy. But if the stone itself is crump ling because of segregation it endangers the entire structure. In fighting to eliminate segrega tion in public school education, the NAACP is fighting to strengthen American democracy.
