Dr. Reginald Hawkins, the state'* first Negro candidate for governor in this century, vowed Wednesday to press for open housing legislation in North Carolina. "" . Hawkins, a Democrat, said open housing should be made mandatory. Hawkins said he did not believe there were any legali ties that could prevent cities from passing open housing or dinances and called on Tar Heel municipalities to take the lead in enacting such ordinances. The Charlotte dentist told a news conference that he favored a cigarette tax, but that he bad not yet decided bow much it should be. He did say that rev enues collected from such a tax should go to municipalities. On a local option sales tax, he said. "I have mixed views about this kind of tax. ' Armored Cars Sold To Police NEW YORK Police agen cies in the United States are purchasing armored cars and stockpiling such equipment as tear gas grenades and other nonlethal weapons as well as shotgun as a precaution against the possibility of riots in the months ahead. The Virginia state police re cently received si* new $30,000 armored cars (or use as per sonnel carriers, communica tions centers and mobile pill boxes. The Los Angeles Sheriffs Department has just finished building its own ar mored car at a cost of about $7,000. Two other major law enforce ment agencies the police departments of Philadelphia and Detroit .each requisition ed two armored cars. In Philadelphia the request for funds to complete the transac tion is still before the City Council after protests from several civil rights groups. In Detroit, the request was denied by the Common Council. One major manufacturer of armored cars J. Tom Moore & Sons of Memphis reported orders for 10 cars, but declined to name the communities that had ordered the equipment. "It's ticklish business," said William Moore, general manager of the company, "and everyone who has ordered cars has asked us not to disclose their names." Peter J. Pitchess, sheriff of the 6,000-man Los Angeles County force, asked why he had acquired an armored car, said he hoped there would not be any more riots in Los Angeles "but we must be prepared." "We would be derelict in our duty if we didn't prepare for such an event," he said. "I am not going to send my men against snipers without the protection of armor plate," he added. Police Commissioner Frank L. Rizzo of Philadelphia said he had decided that his department needed armored cars because of "the problems last summer in Detroit and Newark."
