But his man ner belies a stern, committed character befitting his job as presiding judge of the nation's oldest juvenile courts. Cook County Juvenile Court - a bleak, brick building complex on Chicago's south west side - has been likened » * • to i crowded airport terminal at holiday time. But any trace of festive mood is lacking. Some people who work there have labeled It "heart break court." Judge White described it as a kind of socia clinic. "We're in the business of treating people who are in trouble," he said.
