Commission of Correction to topport a budget tor the next biennium to meet actual needs rather than supply only what the prison system "can get by on," a Greensboro commission member said today. A S. Webb, savings and loan executive, made the statement in explaining his successful push earlier this week at a commis sion meeting in Raleigh (Or a S4O million budget, the estimate for actual needs, rather than an ini tially proposed budget of $24 mil lion, covering minimum require ments and "in some areas much less than minknums." "The Governor, the legislature and the citizens of North Caroli na must be made to understand that the rehabilitation of in mates would be accidental, based upon the inadequate build ing facilities, untrained person nel, inadequate staff and limited programs maintained and oper ated bytheDepartmentof Correction," Webb said. "I made it quite clear to the commission and commissioner (V. Lee Bounds) that my per sonal observation over the past several months of the four pris on institutions I visited would not allow me to think in terms of minimum budget requests for the department," he continued. "I pointed out also that I am becoming more and more em barrassed as I examine these institutions and see the plight of black and other economically-de prived folks," he said. He charged a "lack in the equal administration of justice under the law, a false sense of responsibility to the system and racism among police, solicitors, judges, prison officials and so ciety as a whole" are reflected in statistics he obtained on in mate counts at the end of the year: • Of 9,235 males, 5,053 or 54.7 per cent were black. • Of 360 females, 227 or 63 per cent were black. "My charge is supported'in the fact that minorities make up only 23.2 per cent of the state's population, according to the 1970 census," he said. Webb said, as a part of his H| Webb efforts on behalf of a S4O million budget request, he stressed to Bounds the necessity for em ployment of blacks at the poli cy-making and top administra tive levels in the correction de partment. "The top administrative levels of employment would include noted black criminologist, psy chiatrist, psychologist and medi cal doctors," he said. Presently, he said, assignment at the policy-making and top administrative levels in the de partment is: One black on the seven- member commission; white commissioner, two white deputy commissioners and two white administrative assistants; six white area administrators; one black regional commander of 19; and one black superin tendent of 73.
