Fraley, president of Fraley Packing Company, Inc., operated two retail outlets in the District and supplied several other local markets. ' ; During the course of the trial, Prosecutor John P. Hume, assistant U. S. - attorney, substantiated 44 instances in which Fraley, - or employees under his instruction, transported from Maryland to the District of Columbia non-federally inspected meat products in unrefrigerated trunks of cars; offered these products for sale; and, as a general practice, offered for sale spoiled, slimy and decomposing pork products that had been washed and reconditioned in order to deceive potential buyers, APHIS said. Witnesses also said it was a general practice at the markets to cut off Maryland state meat inspection seals from pork products to conceal the fact that they were being illegally offered for sale in the District. ' : v ; In addition, Fraley continued to process uninspected meat at his Thurmont plant after it had been suspended from the Maryland state inspection program because APHIS officials found it operating under unsanitary conditions and endangering public health. The substantiated violations occurred during the period from January 1, 1973 through April 20, 1975. The Federal Meat Inspection Act was enacted by Congress to protect the health and welfare of consumers by helping to assure that meat and meat food products distributed to them are wholesome, not adulterated, and properly marked, labeled and packaged, Goodman said. I have taught students public speaking for several years. The one thing that gets me is the unwillingness to make proper preparations for a speech. Many don't see the importance of thinking out what they want to say. Consequently, they say, in many instances, absolutely nothing. Preparation of speech material is a prime requirement of successful public speaking. Even in extemporaneous speaking is this true. 6 The best speeches are as unprepared as they may appear on casual inspection. Of one thing we are sure, the speaker does a superb mental Job of marshalling of data. If you know, long in advance, that you are to make a speech of a certain length on a certain subject at a definite time, you can do a complete job of preparatory work. You can do research, consult files, gather advice, try out the entire speech on your family or your friends. READERS: I have now a new supply of the pamphlet ' Hints on Public Speaking." For it, send two sumps and a long self-addressed business envelope to M. H. Boulware, 430 Mercury Drive, Tallahassee, Florida-32304.
