the allocation of community
development money fpr the

Mill. He then asked ; why

"What we're trying to
ask is why should we pay
for this street improvement
when the government has
allocated money for this,"
the gentleman said.
One of the finance
committee members then ex
plained that it is a general
city policy for the city to
pay two-thirds of the cost
of such work, and the other
one third to be paid by the
owner of the property.
As the discussion drew to
a close, an elderly black:, lady
stood, and said.; "We haj$. no
bathrooms, ho snowersV and
it is raining in par houses.
Rent has gone '. up $17.59
already and all they -' the
landlords have done is cut
the top out of a tree. Some of
our houses are hardly fit for
dgs and rent is steadily, going
up all the time. Where does
that leave, us?" she asked.
