Wayne Burgin strides into his office and exclaims, "My kids are upward bound." Burgin is the director of Up ward Bound and Special Ser vices at Durham College in Durham. Upward Bound . is a federally funded project which aids economically dis advantaged high school students pursue post-secondary educations; ; v 1 Burgin, 27, has served as director : of the ' Upward Bound program since 1975. He beams with a pride of a vicarious joy of helping young minds when he speaks of "his kids". ' 'There is no' greater shame," booms Burgin, "than a brillant mind wasted be cause of lack of money." Upward Bound, a divi sion of HUD, selects students on the basis of acaderriic po tential and financial ' need.
