Foreclosed Famflios Get Second Chance About 25,000 families whose FHA-insured home mortgages were foreclos ed, or are in the process of being foreclosed, have un til December 18, 1979, to contact the department of Housing and Urban Development asking reconsideration of their mortgage assignment re quest pursuant to a court approved settlement order signed on November 8, 1979. A mortgage assignment is a procedure designed to protect FHA-insured homeowners threatened by foreclosure due to cir cumstances beyond their control, such as job loss or a death or illness in the family. When a request for mortgage assignment is accepted, HUD pays the lender the insured balance of ihe loan, takes over the mortgage and adjusts the mortgage payments for a period of lime until the homeowners can resume their financial obligations. Under the. settlement provisions of Ferrell " V. Landrieu No. 73 c 344 (N.D. 111.) the 25,000 families whose assignment requests were rejected by HUD between May 17, 1976, and January 31, 1979, are now eligible for reconsideration. Eligible families, in cluding those who have already lost their homes, should contact either the HUD office nearest to where the property is located, a counseling agency or an attorney. HUD also is making an ef fort to contact the homeowners by mail. Additional homeowners who are eligible to request assignment during the stipulated period can demonstrate their failure to make a request was due to the lenders non compliance with assign ment procedures and regulations or for other "good cause" have eight months to request a review. As part of its efforts to give these families a se cond chance HUD has re quested a temporary moratorium through January 18, 1980, on all foreclosures, deeds-in-lieu Chavis Continued from Front Generation Act which provides "certain essential services to families with children." The Act em phasizes health care, but also involves identifying learning disabilities, Lee said. The Act thus far has not been overwhelmingly received, which Lee at tributed to misrepresenta tion in the media. The main issue of 1980, Lee predicted, will be of technology. North Caroli nians, he said, may see the development of the elec tric car, solar energy, nuclear plants and an em phasis on the use of wood, which is abundant in North Carolina, as an energy source. Of he Iranian crisis, Lee or related eviction activity by lenders against homeowners who may be eligible for reprocessing of their assignment request. said it is "a difficult pro blem that can take us off in many directions." he added what happens in Ifan is not too far from Durham. . ."leadership at all levels can make a dif ference. Lee said he is sup porting President James Carter for re-election. IN NEW LOCATION The main office of Cen tral Carolina Legal Services, Inc., (CCLS) will be moved on December 15 to the Guilford Building, Suite 801 301 South Elm Street, Greensboro, NC 27401.
