seeking asylum or for the
extradition of persons
charged as criminals in Iran
because "we do not have a

the president can make that
decision. . . ." Rusk declar-

Although he was critical
of U.S. Senators, interna
tional visitors and even
reporters for "interfering in
U.S. foreign policy" during

a free press. . . .without
restrictions."
