Feb. 1 is the deadline for applications. The agency offers as many as five writers fellowships annually and each carries a grant award of $8,000. With these fellowships, the N.C. Arts Council hopes to assist writers who have made career commitments to poetry or fiction. Although the fellowship funds may be utilized to buy supplies or equipment, perhaps their most viuable use is that they can allow a writer to set aside time to work. Consequently, the program gives writers the opportunity to devote their full attention to their craft. To qualify for a writers fellowship, candidates must ■ have been a North Carolina resident since Feb. 1, 1989. Writers enrolled in degree granting programs may not apply for a fellowship and the award may not be used for educational costs. The fellowship monies must be spent between July 1, 1990 and June 30,1991. The chief criterion for writers fellowships i* the quality of the work. In addition, the Council ashs applicants to explain the importance of the fellowship to their career and to submit a resume. All fellowships are decided by an out-of-state panel of distinguished writers, editors and critics. There is no preliminary screening and panel members see every manuscript.
