was the first black court baliff of
Durham County.
Brown was unsuccessful in his
candidacy for sheriff in the May 8
democratic primary. This was his
second attempt to unseat the
incumbent Sheriff, Roland Leary.
However, Brown’s ideas for the
adv^cement of Durham County
were not silenced.
Brown said that if he had become
the sheriff of Durham County, he
would have made the roads and the
neighborhoods safer by setting up
road blocks and steady patrolling of
area county neighborhotxis. "If I
were sheriff, I would put on all
night patrolling on the backside of
the county, in the rural areas, and

Memorial Day Schedule
All administrative offices of Durhmn County Government will be
closed Monday, May 28th in observance of Memorial Day. Offices will re
open Tuesday, May 29th at 8:30 am.
The Durham County Library (main and branches) will be closed
on Memorial Day and will re-open Tuesday, May 29th at 9:00am.
The administrative offices of the Sheriff 's Department will also
be closed Monday but the other divisions will operate normally
throughout the holiday period. If you need to contact the Sheriff s
Department, call 560-0900. Regular office hours will resume on Tues
day', May 29th at 8:30 am.
The County's four container sites, located in Bahama,
Rougemont, on Redwood Road and at the intersection of Highway 55
and Alexander Drive, will operate on the reguiai' 24-hour schedule.
Once the containers are filled, the gates will be locked.

drugs and alcohol," Brown said.
Brown went on to say that he
would change the correctional
system by separating youths who
are in jail from the older inmates. "I
would take the younger inmates
and put them into separate cells
from the older ones. I think that this
solution will stop the senseless
beatings and rapings that occur in
iail," he said.
Rev. Brown said that he plans to
conduct a series of workshops to
educate young African American
teens about the dangers of drugs
and alcohol. "I think these
workshops are needed in order for
our youths to see and learn exactly
what drugs and alcohol will do to
their lives," he said.

Institute For Minority Enterprise
Established at Lincoln Universit
Langston University (Langston,
Oklahoma) has established the ■
National Institute for the Study of
Minority Enterprise to conduct
primary research on the status of
minority business. The Institute’s
primary objective is to augment
growth and economic
independence within the minority

Activity
Increases In
Southeast
Business activity in the
Southeast increased 1.1 percent in
the fust quarter of 1990. according
to the First Wachovia Southeast
Business Index. Over the past 12
months, the index has risen 2.1
percent.
During the first quarter, two
components of th» index improved
and two were off, compared to the
previous quarter.
Non-agricultural employment
increased 1.1 percent from the
fourth quarter. The value of
building permits, which reflect
construction plans, rose 3.7
percent. New claims for
unemployment benefits were up 5.0
percent. The average
manufacturing workweek was
down slightly at 40.5 hours.
Non-agricultural employment
was higher in the District of
Columbia and all 13 Southeastern
states tracked by the index.
Tennessee and Kentucky had the
largest percentage Kains in jobs.
Since the first quarter of 1989,
non-agricultural employment has
risen 2.7 percent in the Southeast
compared with 1.9 percent for the
nation.
The seasonally adjusted
unemployment rate in the Southeast
was 5.1 percent in the first quarter,
down 0.1 percentage point from the
previous quarter. For the nation, the
first quarter unemployment rate

students, the Institute will perform
demographic studies and
commissioned research on topics
related to the status of minority
enterprise. A full-text,
computerized database will
provide comprehensive

literature and other data adressing
minority enterprise. Access to the
database will be available to the
public.
