How the federal authorities will keep the indicted Indians out of the hands of the State authorities is not known, but it is supposed the Indians when captured will be held as prisoners of war until put oh a Government reservation where a State process will not lie. An Editor in a New Role. Washington, April; 10Yesterday the President appointed Mr. Chas. Gilphin to be the Naval officer of the Port of Baltimore, vice Mr. Ed dington Fulton whose term of office had just expired. Mr. Fulton was formerly editor of the Baltimore American, and that paper in its issue this morning has a savage dig at Civil Service Reform, which in view of the fact that the Treasury officials have been sent South to inaugurate Civil Service Rule in al the principal cities of that, section, is worthy of notice. The American says : "We don't know how it is in other States, but civil service reform has been aban doned in Maryland. The Collectors, and Naval officers and Surveyors have all been removed, and the work of slaughter among those in the sub ordinate ranks has com mended.
