DEMOCRATIC VICTORIES.
The'nWs from tbet North is cheer
ingl ' Tt c o m es 1 i ke the light of a new
revelation ; it is a broad ray of hope
streaking the dark sky of American
politics- rainbow of promise for
better things in theTuture. T
The feceftt'eleefions in the North
ern States indicate a decided turn in
the tide .of political sentiments. Con
necticutvwhicU last year went Ee
publican has just elected a Demo
cratic Governor and Legislature.
Grant's majority last November was
4,758; Ingersoll, Democrat, beat the
Radical candidate for Governor 5,700
on Monday last. This result is as
gratifying as it was unexpected to
th e Dcm ocratic party .
Albany, N. Y.. Cincinnati, Colum
bus and Cleaveland, Ohio, have each,
elected Democratic Mayorsarid in
all parts of the North the Republi
can party is losing ground because of
its montsrous corruptions and politi
cal villainies.
CONSCIENCE-STRUCK.
Vice-President Wilson drew his
share of the Senatorial back pay
voted by Congress about twenty-four
hours before hU resignation as a
Senator.
Alarmed by the unexpected drift
of public: sentiment upon this sub
ject he suddenly discovers that he
has a conscience, and wishing to
wash his hands of the iniquity, by
returning the ill-gotten money, he
addressed, on. the 27th ultimo, a let
ter to Treasurer Spinner, endorsing
an order on the Secretary of the Sen
ate for about $4,400, with the instruc
tion that it be appropriated tow ards
the payment of the national debt.
HOMESTEAD LAW.
upreme Court of the United
as decided very recently that
(mestead laws of the various
States sts applied to debts contracted
previous to the passage of such laws,
in other wbrdsold debts, are uncon
stitutional and void.
This will Work great hardships in
many, cases, and perhaps deprive
thousands of their homes.
But there is one salvation for those
who fall under this decision. They
can. resort ta bankruptcy, for the- re-eent-deelaraiory
act of Congress saves
the homestead. -4 .
CoL Forney, of the Philadelphia
Preset is much disgruntled at the
Democratiatict43fy- -in' Cdnnecticift.
In. & late issue of his paper, he eays
mournfully : ( ,.
Five thousand Democratic majori
ty in Connecticut is a surprising loss
for the Republican party, and we
lear cannot be wholly laid to the
cnargeror 4ocatliepublican disen
tions; though the fact that 3,000 of
the loss occurred in the oiie city of
xue vfM oouier exposures and
the back salary grab must; doubtless
be held largely responsible.

An Editor in a New Role.
Washington, April; 10Yesterday
the President appointed Mr. Chas.
Gilphin to be the Naval officer of
the Port of Baltimore, vice Mr. Ed
dington Fulton whose term of office
had just expired. Mr. Fulton was
formerly editor of the Baltimore
American, and that paper in its issue
this morning has a savage dig at
Civil Service Reform, which in view
of the fact that the Treasury officials
have been sent South to inaugurate
Civil Service Rule in al the principal
cities of that, section, is worthy of
notice.
The American says : "We don't
know how it is in other States, but
civil service reform has been aban
doned in Maryland. The Collectors,
and Naval officers and Surveyors
have all been removed, and the work
of slaughter among those in the sub
ordinate ranks has com mended. " It
is nothing but simple justice to say
that all these officers were regarded
by the department as among the
most efficient.! ;
