At the organisation of the present Hoard of Aldermen, in May last, the outstanding bonds of the pity amounted to $2-5,595 47, in addition to which there was. a floating debr, contpVised of various notes and certi fied claims against the cify amounting to about $1U,00U, as follows: , Bank ot Mecklenburg .Merchant &; jbariiier;-Iiarik, .i Mcrchati s &T FahAers' Hank,.:.: First National Bank, ' ; The Board has paid quite a considerable anionhl1nfebuirsnd;inere9t 3Bpof debts, tle larger art being for renewal of. iis notes in the several banks, of this city; ! 1e ititti i inittetBi;Woiild, therefore, show that at ' ' thif; .''kiiu.e tlie debt.of the city, ia less than it waswiien':the present B:Mird was organized, (it being creilited with as sets to the value oTIEeToTmer steam fire engine, say $3,000) ; and that the debt for the settlement of which -fber Board. propo sea thetK'aanoe ofibonUa at thiatfmewsi in existence before iie brganizaiion of the psesent Board of Aldermen. If the bonds, to the amount of $18,000, are issued, as proposedllifi debt of the ci ty will not be thereby increased, but will be in a conuitiou of much more conveni ence to 4tsclf and to its crfHiitorsf. ' The inf creasing revemies, of tll-jty would be suf ficient, not only to pay hereafter the in terest and coupons upon its bonds, but to establish a sinking-fund, with which to pay off its bonds as they mature, and at thesarpe time to carry pn- its government and improvements at a reduced cost, by J reason of its ability to pay cash for what it receives. In conclusion the committe would state, that the financial status of our city should be in as firm a condition as its wealth and general prosperity wooW warrant, and with the proposed adjustment of its float ing debt ..acjcompjishecfc tits credit, woidd stand per'fec, and its bonds offur ' superior inducements for permanent investment. For example it is learn ed through official sources, that .the city of Wilmington, Wltli a population of about 18000, ovrli bonded debt'fb'etweeii $50t,OG0 &$;XX,U00- beside floating debt. Columbia, with. 13000 inhabitants, has bonded debt of $594,G0U; R.ileigh, with a population of UL000 acknowledges a debt of $150,000. while the whole debt of Charlotte, bonds and floating debt added will bard ly reach $J5,000. And in th - three first-named -ci ties the rate of taxation is from one half to assessed valuation of to three times &3 taxation on property in this city. There is probably no city in the South where local taxes are lighter, the debt smaller in proportion to the value of its property ,; and the expenses of govern me,nt"genera at less cost than in our own ciUir . . . . ..... . ' Having entrusted to them the interests of the. city, the Board of Aldermen have considered it their duty to endeavor to rdaoe upon its merited footing the ci y credit, and to this end alone thoy have proposed the issue ol bonds. to ah amount nly necessary to retire the floating debt, deeming this plan better, as being of less inconvenience to the tax-payers than an increase in the next assessment, of taxes.
