Sol Reid, Esq., one of our rep resentatives in1 the Legislature, delivered at the time the" usury bill was pending' before that body.- We are clearly of the opinion that Mr. R. was right, and particularly so when he refers to a want of confidence be tween roan and man, which operates as a lever to raise the price paid for the use of capital.
