A Real Hornets Nest.
Wanted, for the Centennial, the largest
lonafide Hornets' Nest, minus the hornets,
that can be found in the State, to place over
the speaker's stand, as an emblem of the
Charlotte, of 1775. Fend in your hornets'
nest to Mr T W Dewey, Secretary of the
Executive Committee.
The N. C. Diocese on De Koven.
A private letter from Raleigh to one of the
editors of the Observer, informs U3 that the
Standing Committee of the Episcopal Dio
cise of North Carolina, have refused to con
firm the appointment of the Bishop of Illi
nois, also that twenty-two young ladies of
the St. Mary School, were confirmed' last
Sunday by Bishop Symons, who preached a
very powerful and impressive sermon and
the ceremony was beautiful and affecting.
A Serious Difficulty.
A right serious difficulty occurred, night
before last, st Howie & McWhirter's bar
room, on college street. It seems a roan
named Whitlock, considerably the worse for
liquor,, conceived the idea that .was. In-,
sulfea by Howlefoue of the proprietors of
the saloon and made an attack on Howie
with a large pocket knife which, fortunate
ly, be could not get open. He struck Howie
several blows, however, on the head with it,
inflicting some painful wounds which have
confined Howie to bis bed, so that he was
unable to appear before the Mayor yester
day. One Voter Less.
A friend writing from Mt. Mourne, Ire
dell county, sends us the following item :
Kale Byers, a well to do colored man, was
going from his work in this neighborhood
on Tuesday, seated on the back of a work
ox. ' The ox had a chain around his horns,
one end of which was being carried by By
ers in his hand. The negro got tired carry
ing the chain in his hand, and put the end
of it around his own neck. The ox took
fright, at something, threw the new the ne
gro off, and dragged him about a hundred
yards oyer a very rocky place. Both were
found sometime afterwards, the ox standing
still, and the negro perfectly dead, with the
chain still around his neck.
A L.usus Nature,
We are informed that a most remarkable
freak of nature has recently occurred, on
the site of the burnt dwelling of our towns
man, Henry B Williams, Esq. In the cen
tre of this burnt spot, has lately burst forth
a bold spring of water, which gushes out of
the earth in three spouts, as large as a man's
arm, and after running in a pelucid stream
for twenty, feetsuddenly sinks inter the
giound and disappears.
A medical friend who drank of this sud
denly created spring, tells os the water is as
cold as ice and distinctly sulphurous in taste.
Those of our citizens who feel a curiosity on
this subject should visit this wonderful
fountain. One of our public spirited towns
man has left at the spring, a cocoanut dipper
for the convenience of those who wish to
"drink of its water."

Under a recent act of he Legislature the
Mayor of the city of Charlotte is invested
with increased powers, as will be seen by
reference to said act. He is now a judge of
the city court for the trial of misdemeanors.
This important and "responsible position is
of such moment now, asr to demand and re
quire the services ofour jiesfc men. It is no
longer a sinecure office Tue growth and
prosperity of the city demand an intelligent,
a wise and economical administration of its
affairs. The financial condition of the city
is little less than a disgrace to the boasted
thrift and enterprise of it. citizens. Let the
tax-payers, the property holders and the
business men at once arouse themselves to
the importance of electing the best meu as
Aldermen, and a competent and faithful
man as Mayor, and soon its prospects will
brighten. The credit of the city is gone, its
bills and notes are past die and unpaid, and
are hawked about and sold at a ruinous sac
rifice. The city consequently can not buy
or contract for improvements, except at
most extravagant prices.' This should not
be so. The property holders and business men
of the city are to blame. They have neglect
ed to take the interest in- its management
they should have done. Consequently its
affairs haye been controllfldhy manipulators
and wire-workers,;Lveryattajjkinterest-ed
in the prosperity of the city for once man
ifest some little interest and all will be put
to rights. We want no packed conyentions.
We want the office to seek the man, rather
than tue man tne office. To that end as
one of the old citizens of the town, I propose
as a gentleman well qualified to fill the
office of Mayor, both by his integrity as well
as a conscientious regard for the rights of
all, the name of
' COL. JOHN E. BROWN.
He does not seek the position but I have
no doubt will serve the people acceptably if
elected. -We do not propose his name for
the action of the meeting called for the 3rd
of April, as its action is already a foregone
conclusion, but for the timely consideration
of the property holders, the tax -payers and
business men of the city, in fact all who are
interested in a good administration of its
aflairs, in restoring the credit of the city,
rather than breaking it down. Many of
whom will not attend night conventions
knowing, as a general thing, how they are
manipulated. If the suggestion made meets
the approbations of those really interested
in the city, would be glad to have some ex
pression of opinion, through the columns of
your wide-awake journal. If a convention
of the Conservative party in the day time is
thought fit, in order to select a standard
bearer, there would certainly be no objec
tion, as then the old and infirm could at
tend, and in fact the strength of the Conser
yative party could and would be represent
ed. This suggstion is only made in case
there should be any strong opposition among
Conservatives, to voting for Col J E Brown
for Mayor, on the duy of election, which I
do not believe to be the case.
An Old Citizen.
The Graded Schools In Charlotte.
We publish below, an act passed by the
recent General .Assembly in regard to the
graded school of the City of Charlotte. . It
explains itself, and at present we will not
dwell on it further than to say
that we approve of the proposition it con
tains, friend as we are to popular education.
We shall have more to say on this subject

have power to levy , such tax as they may
think proper, within the limit aforesaid, and
the tax so levied shall be collected as other
city taxes, arid shall not be diminished for
two years, after which the Board may change
the rate of taxation within eaid limit. !
ia Sec. 3, At the time designated for the
aforesaid election there BbalL be elected by
ballot two school commissioners from each
ward, who shall if the majority of those
voting on the aforesaid scheme shall be in
favor thereof, be charged with carrying the
same into effect. They shall hold office for
two years, and until their successors shall
be elected and qualified. Provided that the
Board of Aldermen may if necessary extend
the term f those first elected beyond two
years, so that the election of their successors,
if said Board deem it expedient may be had
on the day of regular election of Aldermen.
Sec. 4. Said eight Commissioners shall,
constitute a Board, a majority! of whom
shall be a quorum at all meetings duly
called. The Mayor of the city shall be ex
officio Chairman, entitled to vote only in
case of a tie Vacancies in the Board shall be
filled by
Section 5. Said Board of School commission
ers shall have power and authority to pur
chase sites and build school houses in the city
open and regulate schools therein, appoint
examiners, employ teachers and fix their
salaries, prescribe the course of study, and in
general do whatever may be necessary to
establish and continue within said city a
good system of graded Public Schools to be
kept open at least nine months in the year
without charge for the education of the
children of the ciy within the ages of six
and twenty-one 1
Sec. 6. The said Board shall be a politic
and corporate body under the name of "The
School Commissioners of the city of Char
lotte" with all the rights and powers of
the School Committees of the respective
Townships, in addition to the powers in
this act granted-
Sec. 7. The said Board shall appoint a
Treasurer and prescribe his duties and com
pensation. He shall give bond for the
faithful performance of his duties, in such
sum as they may prescribe, not less than
double the amount which may probably be
in his hands at any one time and with suf
ficient security to be approved by them.
Sec. 8. It shall be the duty of the Board
of Aldermen to provide for the payment to
said Treasuier of all moneys collected un
der this act. And it shall be the duty of
the County Treasurer to pay to said
Treasurer, to be used in carrying out the ob
jects of this act, any school moneys in his
hands from time to time, to which the city
of Charlotte shall be fairly entitled.
Sec. 9. The Board of school Commissioners
shall have poer in their discretion to re
ceive into the Public school of the city,
children of the Township in which Char
lotte is situated, and also children not be
tween the ages herein before mentioned, on
such terms as they may think reasonable.
Sec. 10. The said Board shall make re
ports annually, and as often as they may be
requested, to the Board of Aldermen of the
City, and to the Superintendent of Public
Instruction, in the manner and to the ex
tent that the County Treasurer and the Sec
retaries of the Board of i&ucation of the
Counties are bound by law to report to the
Superintendent of Public Instruction under
the same points and penalties for failing so
to do, as said officers are liable to, for like
failure.
Sec. 11. It shall.be the duty of the Jayor
after he has ascertained the result of said
election, if the same is in favor of the scheme
proposed, to call a meeting of said com
missioners, within ten days after said elec
tion, whereupon at said meeting, or at any
subsequent meeting the said Board shall
have power to make such by-laws for their
government and such rules and regulations
towards the carrying into effect of the object
of this act as they deem best, not inconsis
tent with the law of the land. :
Sec. 12. This act shall take effect from its
ratification by the General Assembly.Ratified
this 22nd day "of .March, A. D. 1875.
