Mr. Joyner is one of the most promising young ministers in this Diocese, and he made, as he always doe3, a fine impression on the audience. . . An Eleg-ant Tribute. In the Presbyterian Church, last Sabbath, Dr. Jiiler paid an eloquent tribute to the memory of Mrs. Temley, nee Miss Ella Car son, of Mississippi, whose death we published some weeks ago. Mrs. Lemley was a native of this city, and had a host of friends and relatives here The number of persons who were affected to teara by the eloquent lan guage of the minister, bespoke the deep hold she had upon the affections of the commun ity. - A Spelling Match. Wherever spelling matches have been held, crowds have assembled either to par ticipate in or witness them. Where so much fuss is made over a thing there must be some fun. JaVeS AtEXAJJDER, - UillsboBo, Ni L April 1st. 1875- WDMMH MmtTM-fuv : Executive 1 Dear . Sir: I have had the honor to receive your polite invitation to be present at the celebration of the lOOth Anniversary of the Declaration of Independence, by the Oom mittee of the people of Mwdenburg county, North Carolina, on the 20th day of May next ; and will take great pleasure in at tending. I am, with high respect, your obedient servant, W. A. Gbaham, AN ADDRESS To the Citizens of Charlotte. No eyent has transpired in the history of Charlotte, within the present century of so much importance, as the proper celebra tion of the Centennial Anniversary, which occurs on the 20th proximo. The committees appointed some time ago to prepare for the celebration, have been zealously at work. They have at the point where, the Committee of Ways and . Meant especially, must have substantial aid, as well as the encouragement of their fellow-citizens, and to that end, the city, of Charlotte will be thoroughly canvassed at once, for subscriptions to that noble and patriotic purpose. It is useless to say now that the 20th of May, A. D. 1875, will witness the largest gathering that has ever taken place in North Carolina, because that is already apparent. It is useless to say that, upon the citizens of Charlotte will fall the burden of the expense in taking care of, and accommodating the vast multitude. We expect the county; of Mecklenburg to come up to her fuul duty, (when did sheerer do otherwise ?) but Char lotte must have more of the expense in pro portion, than any other community. It( is perhaps right and proper that she should do so, but right or wrong, she must expect ; to do so. . , J The outside world is waiting the action of Charlotte in this impoitant matter, for upon her action, in a large degree, will depend the co rresponding'coope ration of the country at large. Besides entertaining largely; the visitors on the occasion, it is expected that you will contribute liberally towards making the cel ebration a success, if for -no . other reason than the fact that whatever honor belongs to the event which we propose to celebrate, belongs first to the city of Charlotte, j . Then let every one, drawing the inspira tion of patriotism from the soil upon which he treads, 'contribute as liberally as his means will allow to this worthy object. The signers of the original Declaration of Inde pendence, proclaimed on the 20th Jfay, 1775,' were the representatives "of the true sentiments of the people of old Mecklen burg, on that occasion. . Every citizen ; of the whole community then was an equal participator in the glories, of. that great occa sion. ; Then - let every citizen of Charlotte act in this matter as if he felt, whether he was one of the descendants or not, that a certain amount of responsibility rested upon him. ' . ,' Disraeli says in Tancred that the people are not subdued or dead, who celebrate their festivals of the olden time. j Let us then in that spirit come up to the full measure , of . our doly , We feel great confidence and reliance on the liberaUty of the citizens of Charlotte, They have nobly done their duty In - the past. - Let s, there j be no lagging now The reputation of Char lotte is at stake in this matter. One thing ia certain, if Charlotte does not come up to pub lic expectation on this point, her reputation for liberality will not only, suffer for it, but her justly earned 'reputation as eBusiness centre, will not come off unscathed,. Fellow-citizens, we summon you to your duty. - Bp order of the Committee .of Ways and Means,- Chas.R. Jokes, j . Secretary. Messrs KnriApV. n. uuiiuuvuiiiK Dim iron nas, as usual, called forth numerous su&J, called forth nameroas communicatlons'.niainly directed I to the ftbnMafh.ftUini. l i- - . ' , It appears to me that much of this twaddle is uncalled for. , Your, correspondents seem to have one irreat. hobby :' Whv streets so muddy? Why have not the -pres. ent, Mayor and. Board of Aldermen had tVem macadamized ', Sy 1 -' . ; ; '?i Permit, the .writer to ,' iaquire why :have not former boards had i done ? ,.;(.. y -Xdo-aot propose answering for them, Vat I propose to say a word in regard to the pres ent ' board. On coming intoT office,", they found no mnnm in tha Tnuitiit u i on1nwtilAMrvil. five thouslnd SET IZZ 2 T, aooux tne same amount, A .considerable part pCjhe latter debt; idrawiiig 11 per? cent, in terest per month, and the city credit at zero; The writerld Informed that the Chairman of the City Finance Committee had frequent conierences with lumbers -of the business men and bankers of. the dtv. in ' the eity finances, and the general condition of the city and its wanfsv The unanimous opinion.. of these gentle men was that to restore the city, credit; was the first step to be taken, and that after this was done, improvements of the city could then commence. I do not propose in this article to ' enter into details '.aa to what has been done, but would simply state that a large part of the ty u,wv uos uccu pniu t vy w 1 present board. Hereby stopping the 1 percent, in terest and, in addition to the current ex pensesof the eity, the present board has paid on contracts of the former boards, four thousand dollars for a new fire enirine. four thousand for hose, seven hundred dollars ;for hose carriage, two thousand for cotton platform total, eight thousand , seven hun dred dollars.' They have also enforced 26th section of the charter - which requires the Board to levy , a tax to meet interest on bonds at maturity. - . "..'-i There is no -. reason . now why our cUv bonds should not be at par. " '" ' A "Word now in. regard to the streets, ev ery citizen of Charlotte knows the peculiar nature of bur soil, either very muddy or yery dusty. To remedy the' former, it will be necessary to have more perfect drainan and the streets macadamized, and the Rid ... . f 7 walks paved, either with brick or wood. To do this work, the city must issue bonds. Hence the first consideration of the Board was to elevate the city credit, so that the bonds,' when issued, could be negotiated at par, -j. It would be consumate folly to im prove the city in any way by the issuing and selling oH bonds at fifty cents on the dollar. From estimates made, I feel confident that thepraaant roaran'smirtng rtmbe-.w. ten feet, and extended from the Mint to tbe 2ir Line Depot, and from the IS', C. Railroad. on Trade street, to East boundry street, and from J, H. Carson's to Wm. Pegram's and from W. H. H. Gregory's, to, the C.C. Depot, for about twenty, thousand dollars, includ ing the permanent . fixing of water drains. The macadamizing of Coilege and Church streets, grading the side walk, and puting them in good order, will cost aboat ten thousand dollars additional these estimates do not include cut rock curbing. Two ef forts have Deen made wthin the nast. Pitrht months,, to get a city vote, on the issuing of bonds, both veiy properly failed. I say properly failed for the reason that the low ebt or city credit did not then justify tbe : ; f i ... . . . I will close this art isle with a few remarks I to those who reflect. . 1st, The present Mayor and Board of Al dermen are not responsible for the condition of th,e streets. They did not cut them down from their natural grade, to the present red clay one.: . ; 2nd, Ten Boards have been , in L office since this was done, and they did nothing. I think it but fair that they should have the odium if there be any. ' ' 3rd, "Does reasonable people expect a Board in one year to work wonders, without money or credit? 4th, It takes time for municipal bodies to restore lost credit, and it takes time to exe- cute great works of improvements. 5tb. The Board now have competent eng ineers making estimates of the cost of these much needed improvements, including wat er works, provided it may be found practica ble to get a supply of water from either of the town creeks. 6th, The Mayor has no power in the mat ter of street improvement. The question is one entirely lor the Aldermen. Ukion. Candidate for Mayor. Many mends of w. F. Davidson, an nounce him as their candidate for re-elec tion for Mayor of Charlotte. apl6 tde. .
