He urged that we abstain from the policy , of interference which has been so damaging, and let us have peace in all the States. During Bay ard's speech, Mr. Boutwell interrupted him. Mr. Boutwell, of Massachusetts, called the attention of the Senator to his remark of "tens of millions of dol lars," and thought he would find that these facts would not bear but the as sertion and what money was spent then was made necessary by the acts of the party to which the Senator be longed by their deeds of violence, intimations of the colored people and, other such acts of violence. Mr. Bayard said the Senator had taken advantage of bis courtesy and kindness for a question to interject a politica tirade of an abusive, kind, and if he had derived any comfort by it he was welcome to it.
