der circumstances, take cognizance of
the act of the British Parliament of

peremptorily refuses to give any assur
ance that Winslow shall not be tried
for any offense except that for which
extradition is asked.
Judge Carter has issued a writ of
habeas corpus for Hullett Kilburn, re
turnable forthwith.
In the case of Pat Woods, held by
the House for assailing Congressman
Porter, the late Reverdy Johnson was
consulted. His.-opinion was that the
House of Representatives was a court
of such j udicature that a habeas corpus
could not reaih it.
The Appropriations3ommittee have
concurred in the Senate -amendments
to the silver bill as telegraphed last
night, but have added three hundred
thousand to the appropriations for the
printing and engraving bureau, which
if concurred in by the House, will car
ry it back to the Senate.
In the Senate the Chair presented a
communication from the Secretary of
War, enclosing a communication from
Maj. C. B. Comstock, showing the pro
gress made by Jas. B. Eads, in the im
provement of the South Pass of the
Mississippi Eiver, up to February 7th,
1876; referred to the Committee on
Commerce.
Tne Committee on Appropriations
finally adopted the silver bill precisely
as it came from the Senate, and will
report it to the House.
This morning Matt Carpenter ap
peared for Purman, of Florida. There
has ytt been no proof of money pass
ing. The Appropriation Committee struck
out the provision taxing tea and cof
fee, and it remained on the free list.
Tbe officer of the court has served
a writ on the Sergeant-at Arms and
Speaker.

Discovered Stewart's Funeral on
Thursday.
New York, April 11. -The following
is the committee for purchasing and
reorganizing the Chesapeake & Ohio
Railroad Company : C B Huntington,
A A Low, Jno Castere, A S Hattel and
Isaac Daeaport. The plan of Fish
& Hat;h has been adopted.
While the Receiver of the Security
Bank was engaged last, week in paying
the firstdividend to depositors, he dis
covered that the book keeper and tell
er, John Seal, who had been in the
employ of the bank since 1872, bad
embezzeled funds to the extent of $70,-
000 and fled to escape arrest. This
will result in a further loss to the de
positors of fifteen per cent. Seal had
been embezzeling this money from the
time of his appointment.
The funeral of thelUe A. T. Stewart,
takes place on Thursday morning next
at 11 o'clock, from St. Mark's Episco
pal Church. Bishop Potter will offi
ciate.
MARYLAND.
Demurers Sustained in Election Cases-
.. Baltimore, April 11. In the.United
States Circuit Caurt, yesterday, Judge
Giles sustained the demurrers in all
of the election cases under the enforce
ment act, and ordered the acquittal of
those indicted. The demurs were on
the grounds that the enforcement act
was neither appropriate nor constitu
tional legislation under the constitu
tion and its amendments. Judge
Giles sustained the demurers in pursu
anceof the decision of the Supreme
Court of the United States in the re
cently decided cases of Hiram Reese
and Matthews Toushee. Fifty-six per
sons were indicted by the Grand Jury
in the United States Court for viola
tions of the enforcement act at the
State election in November last, and
all were acquitted.

Justice Bradley delivered the opinion
of the Court affirming the decree o
said Circuit Court so far as it prohibits
the funding of the debt due to the
Louisiana Levee Company and the
consolidation bonds issued or to be
issued under the funding act of Janua
ry 24th, 1874, and revising said decree
as to so much thereof as prohibits the
issue of any other bonds to the Louis
iana Levee Company in liquidation of
its debts, costs to be paid by appellants,
Justice Field did not set in this case,
and took no part in the decision.

Avery was before the Whisky Fraud
Committee to-day. He stated that he
has concluded to tell all he knows.
The warden of the jail who had him
in custody exposed him in the gallery
of tbe House for half an hour. He is
very much broken in appearance.
A G Riddle, the only witness before
the Safe Burglary Committee to-day,
testified that the conversation he had
with ex-Attorney General Williams in
reference to the dismissal of suits
against Harrington amd Whitley, made
the impression on his mind that the
suits were dismissed upon an order
from the White House.
House took no notice whatever of
Carlton's writ for Kilbourn. The writ
is made returnable to-merrow at 10
o'clock. The Sergeant-at-arms will
take the order of the House before de
livery Kilbourn.
SOUTH CAROLINA.
The Republican Convention Turbu
lent Times Gov Chamberlain's
Crowd Whipped Out.
Columbia, S. C, April 12. The
morning session of the State Republi
can Convention wasturbulent and ex
citing. There are two distinct parties
in that body, one of them led by Gov.
Chamberlain, and consists of those
who sincerely support his reform poli
cy and are not jealous of his strength
and popularity; the other party is led
by United States Senator Patterson,
who has at his back Collectbr Worth
ington, of Charleston, Congressman
Smalls, ex-Congressman Elliott, and
most of the Republicans who were
conspicuous as rulers of the party be
fore Governor Chamberlain's election.
Each of the parties desired to control
the Convention, as that would carry
with it a majority of the delegates to
the National Convention, and also pro
bably the control of the State nomi
nating Convention to be held hereaf
ter. A trial of strength took place.
Gov Chamberlain insisted that where
any county sent two sets of delegates,
all should be excluded. The debate
grew very hot. Judge Mackey, one of
the delegates, denounced the anti
Chamberlin party as a band of robbers
and told ex-Congressman Elliett who
asked whom he meant, that he (Elli
ott) was the bead and front of those
robbers. Elliott drew a pistol and
sought to get to Mackey, who awaited
him. Desks and chairs were over
thrown, and excited delegates gather
ed around Mackey and dragged them
apart. A cha r was brandished over
Gov Chamberlain's head by an oppo
sition delegate. No blows passed, and
when the Convention had calmed
down, a little chairman, ex-Congressman
Whittemore, ruled out the con
testing delegates, all of whom were
supporters of Chamberlain. Swails, a
colored State Senator, and Governor
Chamberlain were nominrted for Pre
sident pro tern, and the vote was eighty
for Swails and forty for Chamberlain.
A committee on credentials, mainly
made up of the anti-Chamberlain par
ty, was then appointed and the Con
vention adjourned to 7 o'clock p. m.

New York, April 12. Both of Ste w-

rday except for banking and neces
sary book-keeping purposes. Business
will be resumed Saturday as usual un-
er the direction of Judge Hilton and
Mr Libby. Judge Hilton remarked
that there were seven thousand per
sons on the pay roll of the firm, and
that a sudden stoppage of such a busi
ness would be a great calamity.
A. V. Stutt, of the Shoe and Leather
Bank, gave $80,000, to the Westleyan
University, Georgetown, and Drew
Seminary $40,000, eac to endow a pro
fessor.
