FOREIGN. The Military Situation, in Mexico. Havana, May 4. The steamer City of Havana, from Vera Cruz on the 23rd ult., brings news that General Al&torre is directing the campaign in the State ofPuebla. 18,000 regular troops are operating in the States of Vera Cruz, Puebla and the Valley of Mexico. The policy of the revolution Uta is to avoid a right. 15,000 are roaming in detach ed bands through the States of Oaxaca, Vera Crez, Puebla and Movelia. The rilway between Vera Cruz aud the City of Mexico, continues interrupted. The capture of Matamoras by Diaz is not considered important. The Two Re publics says that while the interior remain faithful, the movement of Diaz will have no influence on the revolution. General Escobedo, at the head of 5,000 veteran troops, is march ing against Diaz. ' The defeat of the latter is expected, and the govern ment has arranged to prevent him from crossing the Rio Grande at any point between New Loredo and the mouth of the river. CALIFORNIA. Endorsing the Destruction of Chinese Quarters Incendiary Speeches Against John. San Francisco, May 4. The South San Francisco Anti-Coolie Club, and the Young Men's Universal Reform Society, held meetings last night and passed resolutions endorsing the de struction of the Chinese quarters in the town of Antioch, and advocating a similar course, in this city unless the Federal Government should take im mediate steps to abate the evil of Chinese immigration. Highly incen diary speeches were made and letters read from societies in the interior of the State, seeking the co-operation of the San Francisco Anti-Coolie or ganizations. The Sergeant-at-Arms of the Young Men's Universal Reform Society, had received a telegram from New York, saying that 2,600 stands of arms could be delivered here at ten day's notice. While such talk and ac tion are universally reprobated by the great mass of thinking people in this city, there can be no doubt that it meets the approval of a large and dan gerous clas3 in the community, and that in the event of no action being taken in the matter by the General Government, there is grave reason to fear serious disturbances here at no distant dav. Gossip: A G Riddle has written a bitter letter to Blaine, charging him with traduc ing the memory of G W Knowlton, Riddle's son-in-law. Miss Sweet, pension agent at Chicago, is called before the Civil Service Com mittee on the charge of having divided her salary with Benj H Campbell, ilarshal of the Northern District of Illinois. The Committee on Naval Expendi tures examined at great length, Benj Chemer, the noted financial agent, for three hours yesterday. Secresy was imposed upon all parties. The Printing Committee of the House having concluded that they cannot impeach Public Printer Clapp, an officer of the Senate will try to have him indicted for alleged irregularities. The sub-Committee on Platte vs. Goode, is Blackbourne, Debalt and Brown. Gov. Wise closed his argu ment. Goode speaks in his own be half to-morrow. A new election in Beebe vs. Mackey, from South Carolina, is probable. The Mary Merritt investigation has closed, with the exoneration of Bris tow. The evidence in Emma Mine has closed. Morton is not seriously ill. - The Houei Post Offiee Appropria tion Bill was resumed. The general debate closes at 4 o'clock. But One Cable to Europe Money Recovered from the Schiller Wreck. ' New York, May 4. It is ascertained that the cable broke somewhere be tween North Sydney, the terminus of theWestern Union lines, and Placentia, a short distanca this side of Heart's Content, where the deep sea cables are landed. Thus all communication with Europe, except by direct cable, is tem porarily suspended. Divers haye recovered another sum of 15,000 in gold from the wreck of the Schiller, making an aggregate of $29, 000 saved of $300,000 shipped on the Mid-Night Dispatches. WASHINGTON. The Attorney General has returned. The impeachment attracted but a slim crowd. Secretary Chandler declines to fur nish the papers regarding W M Mc Mickin's appointment as Suiveyor General of Washington Territory ; first, on account of executive order ; second, he is investigating McMickim himself. Private dispatches report the Oregon delegation for Blaine. The Judiciary Committee has ap pointed Hutton, Ashe and Lawrence, the sub-committee on Blaine. Chever's testimony before the Naval Committee is partly about indirectly hearing that Mrs. Robeson got a $50,000 present for inducing her husband to transfer the naval funds abroad from Baring Bros, to Jay Cooke, McCulloch &, Co. The motion on behalf of the State of South Carolina for a preliminary in unction against the Secretary of War to stop the obstruction at the cross tides of the Savannah River, bow in process of erection by the Engineer Department of the army, was heard this morning by Mr. Associate Justice Bradley, Mr. Trescot and Mr. Phillips arguing the motion in behalf of the State, and Mr. Solicitor General Phillips contra. The Judge, while ex pressly declining to express any opin ion on the merits of the case, held that the questions raised were so grave as to require full and thorough consider ation by the whole Court, and that it was the obvious interest of all parties that the work should not be continued when the question of the rights and interests of the parties concerned were unsettled. He would therefore grant the preliminary injunction, and expect the Court to take the necessary orders to fix the earliest time for a final hear ing, and to take such testimony as might be necessary. House. The message declining to furnish the House with the informa tion as to his various absences from Washington, was read and was receiv ed with cool disdain on the Democrat ic side, and with evident enjoyment on the Republican side. At the conclu sion of the readingf Randall, of Penn sylrania, moved that it be referred to the Judiciary Committee and printed, and it was so ordered. MacDougal, of New York, then of fered a resolution instructing the se lect committee for the investigation of Federal Affairs in Louisiana, to make a full and complete investiga tion of the circumstances attending the assassination of M H Twitchell and David King, on Red River, Louisi ana particularly as to whether the cause was or was not of a political character. Randall While that is a Stale mat ter, I hope that no one will object to the resolution. Beebe, of New York, desired to have an investigation, also, into the killing of two negroes and the wounding of eighfbthers at the late election at Indianapolis. Townsend, of New York, remarked amid much uproar, that the Republi cans carried the election and the De mocrats killed the niggers. McDougal declined to yield for Beebe's amendment. Levy, of Louisi ana, in behalf of that Stat, invited a thorough investigation into the killing at Red River. MacDougal's resolution was adopt ed. Adjourned. SEW YORK. At the hundred and eighth annual meeting of the Chamber of Commerce, S D Babcock was elected President, At 3 o'clock this afternoon the Western Union Telegraph Company received informa tion that the cable that has been un dergoing repairs for some days past, between St Pierre and Placentiaf will probably be in working condition this evening, tnus restoring the communi cation with Europe by the Anglo American cables. The late Barney Williams' will wai probated to-day. He distributed bis property among his various relatives. Judge Dillon, of the United States District Court, in the case of Moore, assignee in bankruptcy vs. ' the Mutual Life Insurance ; Company, de cides that its loans on real estate of some half million dollars, are usuri ous and the penalty proyided in the statue must be inflicted on the company.
