A spe cial to the World 6ays the agent of the Ya!e Lock Company and the Hall Safe Lock Company, charges Senator Conkling with having had a tool of his appointed one of the board of four examiners in the Patent Office, whose duty it is to examine into the value of all patents in the Lock De partment ; that this tool kept Conk ling posted as to all that was done and said by the examiners ; that Conkling argued the case of a client before the examiners, and that the commission decided in favor of Conkling's client, and against all other lock companies. Post-Master-General Jewell and Secre tary Chandler have decided to lay the papers and the case before the Cabinet to-morrow. The charges are also re vived that Conkling is using his influ ence in favor of the Western Union Telegraph Company, another of his clients. The House passed a joint resolution directing that the delinquent tax list which was awarded to the Republican, be published at the Government Print ing Office. The Senate adopted the House reso lution accepting the invitation to at tend the opening: of the Centennial Exhibition at Philadelphia, and pro viding lor adjournment from Tne3day the 9th to Friday the 12th. The Board of Appeals of the National Trotting As sociation heard, yesterday, all the cas es upon the docket that were repre sented, lne most important case was that of Goldsmith Maid vs. The Southern Ohio Fair Association, which was decided against the Maid, the Board holding that trotting for a purse for exhibition of speed does not constitute a race. An application from the Jackson (Michigan) Trotting Club for an order against the pulling of such horses as have been declared not to win, was denied, the Board holding that the spirit as well as letter of the rules was against the Jackson Club, and that racing law required the best horse to win. It contains a provision looking to the sale of the navy yards at Charleston, Washington and Pen- sacola, and to the recession of the naval station at New London, and directs the establishment of a naval rendezvous at Tybee Island or at Cock's, in Georgia.
