London, May 19. Derby, in the House of Lords says the Porte's efforts to punish the Salonica murderers are satisfactory. Matters at Constantino ple are quieting Derby hopes that the precautions taken may prove un necessary. To day having been fixed upon by the Prince of Wales for bis visit to London, after his return from India, the most elaborate preparations have been made for bis entertainment. The Stock Exchanges are closed and a ban quet and ball will take place this even ing. The guests at the banquet num ber 5,000. Guild Hall where the ball takes place, is magnificently decorated. Nearly all the Princes and Princesses of royal family, Mr Disreali and other ministers of the Government, and all the great officers of state will be pres ent. A dispatch to the Renter telegraph companty from Berlin, says : It is be lieved here that England has refused or will refuse to adhere to the memo randum of the three powers Russia, Germany and Austria. It is under stood that five powers will address a note to Turkey in regard to the settle ment of its affairs. The official ga zette of yesterday says nothing is known in official quarters of the ru mored further assassinations of Ger mans in Turkey. Moreover, direct telegrams from Herr Gilbert, the Ger man consul at Pera, dated Salonica, May 16th, and the latest telegrams from the German embassy at Constan tinople, do not mention the alleged assassination either of Kuhlman, the director of the Rumilian railways, which was reported, or of other Ger man railway officials, or other Ger man citizens living in Turkey. Private telegrams recieved here from Buenos Ayers, yesterday, announced that the National bank known here as the Provincial bank of Buenos Ajer, has suspended specie payments, and numerous failures, including that of a private bank, have occurred. Argen tine bonds fell heavily in consequence. Mr Disraeli is suffering from severe cold, and cannot attend either the ban quet at Guild Hall ar the session of the House of Commons to-night. WASHINGTON. Queer Report About ex-Commissioner Douglass Robeson Summoned to Appear and Answer-rCongressional and Committee Proceedings. Washington, May 19. A World's special says the Committee on Expen diture, of the Treasury Department, has subpoenaed ex-Commissioner of Internal Revenue Douglass, to excul pate himself on eomequeer charges made against him. It is alleged that Douglass bad a son in college in Penn sylvania who drew a salary of $2,500 per annum 'from the government, while he was in school ; also that Sec retary Robeson has been notified that he may appear before the House Com mittee on Naval Affairs and make Buch answer as he can to the arraign ment of his administration of the Navy Department by evidence which has thus far been taken. The Senate is in secret session, dis cussing the question of jurisdiction in the Belknap impeachment case. There is no legislative business of any im portance this morning. House. In Gibson's Committee, Ferguson, when assured that it would not affect him, testified that he saw fraudulent Custom House pay rolls made up for political purposes in the campaign of 1874. WASHINGTON. Schenck Acquitted but Censured Court Decision Fish Won't Back on tha Winslow Case The South ern Troubles Ended The Chicago Case Congressional Doings. Washington, May 19. Confirma tion rAnnable, Pension Agent at Nor folk. The reports on Schenck has been com. pleted. It acquits him of intentional fraud, but censures him severely for utter impropriety, in his whole con nection with Emma Mine and entire lack of perception of the proprieties of his office. In the Supreme District Court, Col lins vs. the Florida, was dismissed. The Florida was captured in a neutral port in violation of .the laws of na tions, and the suit was to libel her as a prize of war. The full Cabinet considered Derby's note and unanimously decided that the note contained nothing to justify this government in changing its position on the question. Fish will answer, re-affirming the conditions of the late note. This will close the correspond ence and when Winslow is released, the President will certify the facts to the Senate. A dispatch from Augur to the Sec retary of War was read, that the dis turbances had ended and were mostly in Mississippi and not Louisiana. The assurance of Pierrepont to Gov Kel logg that the government would ren der State officials, upon requisition of the Governor, such aid in a case of riot, as provided in the Constitution, were considered as covering this case entirely. United States Marshal Campbell, of Chicago, testified that he knew noth ing of the bargain between Blakely and Miss Sweet, by which money was paid. Witness, had he known, would not have been a party to it. He nar rates how it was a legitimate business transaction. He had no part in at tempting Miss Jewell's removal. House. Harrison, from, the com mittee on Ways and Means, offered a resolution that Congress adjourn oa the 12th of June; Referred. The Committee on Expenditures in the Department of Justice, have per mission to go to New York and Brook lyn. A motion to restore to the re cord the sharp passage between Single ton and Garfield, was tabled. Appro priations Bill was resumed. A night session was ordered. Adjourned. Proceedings of the Presbyterian Gen eral Assembly. Savannah, May 19. The second day's session of the General Assembly of the Presbyterian Church, opened at 9 o'clock. Standing committees were announced. The report of the Com mittee on the General Presbyterian Confederation and the report of Dr. Stuart Robinson, of Louisville, dele gate to the conference in Londor, July 21st, to form a constitution for a General-Presbyterian Council, after discus sion, were deferred until the opening hour to-morrow, with promise of a lively debate, on account of the de yersity of views. .After the reports of Foreign Missions, Sustentation and overtures were read, the question arose and excited an animated discussion, in reference tO conferring overtures frem the'.Presbyteries to Synod.except in ex traordinary cases. The subjects were referred to a special committee for re port during the present session of the Assembly. An important report was submitted on beneficiary education, favoring its continuance, and making valuable suggestions; referred to the educational committee.
