Sir Henry James, Liberal member of Parliament, for Taunton, has giyen notice in the House of Commons that on Monday he will ask Mr. Bourke, under For eign Secretary, whether Secretary Fish's dispatch of 22d of May relating to the case of Winslow reached the Foreign Office on sixth of June, and whether there is any biection to lav- - - y ing u on the table of the House. That the silver bullion re quired for this purpose shall be pur chased from time to time at market rate by the Secretary of the Treasnrv with any money in the Treasury not otherwise appropriated, and the re sulting coin may be issued in the or dinary disbursements of the Treasury, or in exchange for legal tender notes, at par, but no purchase of bullion shall be made under this act when the market rate for the same shall be such as will not admit of the coinage and issue, or exchange as herein provided without loss to the Treasury, and any gain cr shrinkage arising from this coinage shall be accounted for and paid into the Treasury as Drovided.un- der existing laws relative to the sub sidiary coinage; provided that the amount of money at any one time in vested in such silver bullion exclusive ofBuch resulting, coin shall not ex ceed $1,000,000. Sec. 3. That the trade dollar shall not hereafter be a legal tender and the Secretary of the Treasury is hereby authorized to limit from time to time the coinage thereof to such an amount as he may deem sufficient to meet the export demand for the same.
