St. Louis, June 23. The Commit tee on Platform sat until 1 o'clock this morning and then adjourned with out coming to any conclusion. There are serious differences relating entirely to' the financial plank. While nothing is officially k;.own, curroat rumors, well defined, are that a majority faror a plank fabricated by Mr Dorsheimer, of New York, which ia earaestly op posed by the Western , members, es pecially Mr Ewing, of Ohio. Every seat and standing room is filled. President McCiernard called the Convention to order at 5 minutes after 11 o'clock, introducing Father Brady, of St. Louis, who offered a pray er. Young, of Georgia, ofiWed a resolu tion that the Convention eudorses the reform inaugurated by their Repre sentatives in cutting down appropria tions; approves their investigations of fraud, and congratulating the country on bringing public criminals tojustice. The Chair decided that the resolution must go to the Committee on Platform. Cox, of New York, offered a resolu tion that the will of the people for re trenchment, as expressed in the appro priation bills, is and ought to be sus tained. Referred to the platform committee. Vilas, of Wisconsin, ottered a reso lution confining delegates' speeehea to fire minutes; that ten miuutes.be al lowed foirthe-presentation of each can didate nominated. Cox, of New Yerk, presented a me morial of the working men's central union, expressing their views, and ask ed that it be madea part of the pro ceedings of the Convention. , Eaton, of Kansas, moved that it be omitted from the proceedings and referred to the platform committee. Adopted. Kelly, of New York, presented to the Convention, a list of the names of Mr Doolittle, of Wisconsin, is now addressing the Convention, and is be ing listened to wth close attention. The Platform-It Arraigns the Repub lican Party for Corruption and Misrule, Denounces Its Policy at Home and Abroad, Declares for the Repeal of the Resumption Act, and Opposes Chinese Immigration Tilden Receives 531 Votes, 522 Be ing Necessary. St. Louis, June 28. The Convention was called to order at 2.15. Judge Meridith, of Virginia, chairman of the Coai mittee on Resolutions presented a report stating that a great many reso lutions were presented, all of which had been carefully examined, and dis cussed before coming to agreement. He then requested Mr Dorsheimer, of New York, to read it to the Conven tion as follows : Thb Piatfoem. We, the delegates of the Democratic party, of the United States, in the National Convention as sembled, no here declare the adminis tration of the Federal gavernment to be in urgent need of immediate re form ; do hereby enjoin upon the nom inees of this Convention, and of the Democratic party, in each State, a zeal ous effort and co-operation to this end, and do hereby appeal to our lellow citizens, of every form and political connection, to undertake, with us, this first and most pressing and patriotic duty. For the Democracy of the whole country, we do here re-affirm our faith in the permanency of the Federal Union ; our devotion to the Constitution of the United States with its amendments universally accepted, as a final settlement of the controver sies, that engendered the civil war, and do here record our steaaiast con fidence, in the perpetuity of Republi can self-governmeni, in absolute ac quiesence in the will of the. majority, the vital principle of the republic; in the supremacy ol Hhe civil over the military authority;' in the total sepa ration of Church and State, for the sake alike of civil and religious free dom ; in the equality of all citizens be fore just law, of their own enactment in the liberty of individual conduct, un vexed by sumptuary laws ; in the faithful education of the rising genera tion, that they may preserve,, enjoy, and transmit these glorious conditions, of human hauDiness. and hope. We swollen from 60 million in gbld ia 1860 to 450 millions currency in 1870; our aggregate taxation from i84 mil-, lions in gold in 1860, to 730 million currency in 1870, or in one decade from lese than five dollars per head to mere than $18 per head.: ; Since peace was proclaimed the people have paid to their tax gatherers more than thrice the sum of the National debt, and more than twice that sum for the Federal government alone. We de mand frugality in every debt, and from every officer of the government. Reform is necessary to put a stop to the profligate waste of public lands ; and their diversion from actual settlers, by the party in power, which has squan dered two hundred millions of acres upon railroads alohe, and out of more than thrice that aggregate, has dispos ed of less than a sixth, directly to til lers of the soils. Reform is necessary to correct the misrepresentation of a Republican Congress, and the errors of our taraties of war diplomacy, which have kept our fellow-citizens of foreign birth, and kindred and race, recrossing the Atlantic from the shield of Ameri canship, and have exposed our breth ren of the Pacific coast . to the incur sion of a race, not sprung from the same current stock, and in fact now by law deemed citizeds through natu ralization, as being neither accustom ed to the traditions of a progressive civilization, for exercise of liberty un der equal laws. We denounce ; the policy which thus discards the liberty loving tier man and tolerates the revi val of the Coolie trade,' in Mongolian women, exported for immoral purpos es and Mongolian men, hired to per form servile labor contracts, and de mand such modification of the treaty with the Chinese Empire, or legisla tion by Congress within a constitution al limitation, as shall prevent the fur ther importation, or immigration of the Mongolian race. Reform is necessary and can never be effected but by setting the controlling issue of the elections, lifting it above the two false issues which the office holding class and the party in power seek, together with the false issue with which they enkindle sectarian strife in. respect to the public schools, of which the establishment to support belonging exclusively to the -several States, and which the Democratic party has cher ished from their foundation and re solved to maintain, without partiality or preference for any class, sect or creed, and without contributing : from the treasury to array the false issue by which they seek: to light anew the dying embers of sectional hate between kindred peoples, ; once lunnatdrally estranged,' 'but now reunited in one indivisible republic", and a common ed 24 for Tilden and 18 for Hendricks; Missouri changed 20 for Tilden and 10 for Hendricks . ' Total vote for Tilden, 531.' ' Necessary to a choice, 522. Til den was declared nominated unani mously. The Convention re-assembles at 10 A.
