Some of the Russian diplo- Fmley, as District Attorney for Ken- arrived when' the' Senate should ad here to its amendments. Tbere had already been three conferences on this bill, and the Senate had carefully con sidered it. ! As the bill came from the House, it was one of great injury to the commerce of the country. 1 The consular part of the bill had been dealt with by men who knew nothing about it. They were like angels of destruc tion, scattering 1 ruin around them, There had been a recklessness in the treatment of our consular affairs which challenged the attention of the Senate. Should this bill time after time go to a Conference Committee headed by two men who might he' denominated the Titus Oats and Wm Bedloe ; of to day ? He did not see why the Senate should not adhere to its amendments, and let the enormity' die the death of the unrighteous and thus let the House understand what the Senate would do when a bill which1 would become the dignity of our nation in '' foreign lands cpuld be originated in the House and sent to- the Senate.;. He would, not make the motion' to adhere now, - but if the bill came hack from another conference he gave , notice 'that he would make it. Hr Edmunds, of Ver mont, said he agreed with much said by the Senator from Maine. The dis tinct issue on . this ,bill. was whether the Senate of the United States should be compelled to change the laws of the United States as a. price of having the money of the United States appropri ated for any purpose at all.
