Turko-Servian War Russian Officers Contiaus to Arrive The Servians Claiming Victories Tht Never Were Turkish Success. Lokdon, Aug. 28 The Standard'a Belgrade dispatch eays: While Prince Milan is trying to negotiate peace, Russian officers continue to arrive, Tchernayeff, by repeated attacks upon the Turkish lines is doing his best to render the negotiations abortive. The Forte plainly refuses to listen to any overtures of mediation by the powers, until Alexinatz has surrendered. The Servian authorities continue to report great victories, without any founda tion. An Austrian corps five thousand strong, are ready for instant march in to Servia. A Eeuter telegram from Belgrade, reports that the discontent among the people against the negotiation?, is be coming more intense. A dispatch from Vienna repot ts that the Forte demands that Frincc Milan shall address the propositions for peace directly to the Turkish govern ment. The Servian victories on Thurs day are confirmed, but Alexinatz is still threatened on three sides. Fight ing was resumed on Sunday. Mr Wilson, Conservative, was elect ed to parliament for Donegal, to fill a vacancy. The Standard's correspondent with the Turkish army, telegraphs under date of NUsa, Sunday afternoon, as fol lows : Yesterday and to-day's severe fighting were everywhere driven back, and their losses must be very great. This is later than any intelligence from Servian sources, which claim the victory on Thursday. NEW JERSEY- Destructive Fire. Elizabeih, Aug. 28. Last night Fier No. G, Central Railroad docks, city, was destroyed by fire. 75 loaded coal cars were on the dock, and were all destroyed. 350 tonsof coal was burned or thrown into the water; two canal boats were also burned. The co-opera tive counsel reported to the Board of Aldermen that their body had no pow er to pass ordinance requiring parties selling goods by sample in this city to pay license, and if such law existed it could not be constitutionally enforced. Severe Editorial of the Loudon Timet on Turkish Atrocities Charges of Undue Influence in the French elec tions. . London, Aug. 28. The Times has an editorial on the Bulgarian atroci ties which concludes: "Mr Baring's report and the testimony of other of ficial witnesses will have much practi cal value during the negotiations which must follow the close of the Servian war. They will give this coun try a good opportunity of clearly de fining the position it holds with re spect, both to Turkey and other great powers. It has been laid that Turkish ministers are carelees of English re monstrances, because they think that England will and must support Tur key, however flagrantly she may be misruled, and hence it is argued that she is indirectly accountable for Bul garian messacres; but it is difficult to beleive that so baseless an idea can mislead shrewd men who direct the Turkish empire. They know little of this country, if they think it could con done such atrocities as these of Bul garia. Like some other States, it has an interest in Turkey, and it would be desirable to see her strong, but she cannot be strong without being well governed, and she will never be well governed until she has reversed many parts of her present system. Turkish misrule means weakness, recurring re bellion and foreign war it carries with it a menace to the whole of Europe, This country will be ready to join other States in devising such reforms as will protect the christian part of the the population, without regarding the con venience of the Forte." Coldmbcs, Aug. 28.-- Judge Bingham in the District Court declined to grant injunctions asked by the Western Union Telegraph Company, restrain ing the Baltimore & Ohio Railroad Company from transferring its tele trranh wires between Columbus and Wheeling, from Western Union Com pany's poles to Atlantie & Pacific Tele graph Cempany's poles, and from re ceiviner commercial messages at eta lions where none but railway tele graph operatives, are employed, by which means profits of such messages are engaged by Atlantic fc Pacific Tele graph Company, instead of by Western Union Telegraph Company as hereto Masonic Notice.
