Losdok, Sept 11.""- A special dispatch from Burgos to the Daify Newp, states that Tweed was arrested at Pohdeve dra, where he landed from a sailing vessel on which he escaped from Cuba. Mr Adle, in charge of affairs of the United States in the absence of Minis ter Cushing, visited the Spanish min ister of foreign affairs at La Grange, and arranged for the surrender of the prisoner to the American Government. The Spanish authorities had been noti fied of Tweed's sailing for Spain , and preparations had been made for hU ar rest, long before his arrival. Belgrade, Sept 11 There is little change in the Servian campaign. Tch- ernaj-eff's prospects are brighter than they were a week ago. j The Turks evi dently wish to pass Alexinatz and take Deligrade by a flank movement, but that purpose has been checked by the advance of Harvatowitch, and it is ' clear that they will still have to .fight a decisive battle. There are no signs 61 the war-like spirit abating in Ser-via. Madrid, Sept 11 The following are additional particulais of the arrest of Wm M Tweed. Captain General Jo- veller at Havana, received entelligence that Tweed had disembarked at Santi ago de Cuba, and notified the authori ties there. Before the latter could take action Tweed had embarked aboard the vessel Carmer, bound to Vigo. Capt Joveller then telegraphed to Madrid. The government fearing the Carmer might go to some other port, request ed the authorities at all Spanish ports to examine the persons on board all vessels named Carmer. There are 12 Spanish vessels of that name. The portraits of Tweed being indispensable for his identification, the Spanish au thorities obtained and made copies of the caricature in the American journal representing hmi as beating a child, supposed to tipify American justice. This carrieature, Jed the Spanish au thorities and reporters of Spanish pa pers, to believe that Tweed had been kidnapping children; hence, in the first official announcement received there of the arrest of Tweed, which is supposed to haye been telegraphed, the corruption of Tweed's American career not being known, it was stated that he had been arrested for kidnap ping American children. Tweed is still confined on the Isle of St Sunor, in Vigo Bay, where he is undergoing a quarantine, and is strictly watched by custom house guards. At the ex piration of his quarantine, he will be surrendered to the United States re presentative, as there are no direct steamers between Spain and North America. Tweed will be sent to Cuba, and from there to New York. The Epoca states, that the municipal au thorities of New York took the initia tion in asking: for Tweed's extradition from Capt Gen Joveller. , . PENNSYLVANIA. Aid to the Sufferers in Savannah. Phixadelhhia, Sept 11. A meeting of prominent citizens was had in the Mayor's office to-day to take measures to aid the sufferers from yellow fever in Savannah. An executive commit tee was Appointed to carry out' the 'ob ject of the meeting. Ten towns give Conner 4,625, Talbot 3,487, against last year, Conner 3,631, Roberts 3,128. This does not include Portland, but takes in Augusta and Rockland. FLASHES. New York, Sept. 11. The conven tion of ticket agents agreed that it was not advisable to take a material change of rates; the present rates will stand for the next six months. The Report of the Charleston Exchange on the -condition of the cotton crop for August, compiled from 86 replies, covering 29 counties, is as follows : i Weather : Seventeen refer ! to the weather during the month of August, as fa vorable.i Twenty-four ' report the first half of the weather showery, after wards hot and dry. .
