For the South Atlantic States, falling followed by rising barometer, increas ing northwest winds; slightly cooler and clear weather will prevail and poa- ibly a storm centre from some dis tanced the eastward. ILLINOIS. General Breaking Up of the Encamp ments in the Yellowstone The Sioux, to be let Alone. Chicago, Sept 15 -The limes- special correspondent with Terry telegraphsi from Fort Biiford, mouth of Yellow stone, Sept 8tb, via Bismarck, that the final breaking up ;of Gen Terry's com mand occurred yesterday morning. All the troops are now en route home with the exception of two regiments of infantry which will winter at the mouth of Tongue River. The Montana troops, numbering 200 infantry and 120 tiorse, and including the Infantry and the 2d Cavalry under Gen Gibbon, eft Fort Ellis with wagon train and supplies for eight days. They will fol- ow the old standing trail, the route teeming with .hostile Indians and 420 miles long, with prospects to encoun ter a large war party ih the Big Horn country. They have ben in the field since March, and poorly clad, for the cold weather and fierce storms which sweep over the prairies at this season. The 22d Infantry, left at the mouth of Glenndive Creek, have com meoced the construction of stockades. They will remain till November 1st, or later. The 7th Cavalry have left Fort Buford and will go .to Fort Lincoln to winter1. The 16th Infantry will remain here. General Terry and staff arrived here this morning, and will reniaiu a few 'daysthen' go to St". Paul via Bismarck. By the 15th all the troops will have been withdrawn from : the northern country except !the 22d Infantry and 5th Cayalry, containing' 400. men. A dispatch just received from Gen. Sheridan, countermands the ' order to winter a regiment of cavalry on Yel lowstone, which renders a winter cam paign im possible and indefinitely post pones the subjection of the Sioux. MISSOURI. Indians Deserting the Agencies. St. . Louis, Sept., 15. Advices' from Red Cloud - Agency says there is no doubt but that several thousand of the young men have gone to the hostiles. A recent count at this Agency shows that there are but 4f901 men, women and children present where there should be' 13,000, and it is quite proba ble5 thai? an investigation at Spotted Tail Agency will show a corresponding deficiency. , ; . .. , ;. A dispatch from Constantinople to the Reuter Telegraph Comj'any, says that the Porte has informed the em bassadors of powers in reply to their representatives made on Saturday last, that it's impossibleto grant an armistice but the Porte is prepared to accept a peace based upon the following points: 1st. The reoeeupation of the forts which were held by Turkey previous to 1S59. 2nd. The destruction of the fortress es constructed by the Servians since 1857. 3rd. The investiture of Prince Milan at Constantinople. 4th. The reduction of the effective Servian army to 10,000 men and three batteries. 5th. The construction of a railway across Servia. The sixth point is ludescipberable in the telegraph. The Porte insist chiefly upon the necessity of the occu pation of the principal Servian fort resses so as to prevent a freab aggres sion, and leaves the negotiations of a treaty on the above basis, intirely in the hands of the powers. Bostok, Sept 15 The sale of the old South Church for $400,000 was perfect ed to-day, the conditions on both sides having been accepted. New York, Sept 15 Judge West- brook granted an injunction restrain ing President Grant and Secretary of State from issuing a mandate for the surrender of Leopold Nettle, demanded on extradition by Austrian authority on the charge of forgery. Providence, Sept 15Rhode Island Bleaching and' Dye Works burned. Loss $100,000; insurance $80,000. Fif teen, thousand, pieces of goods were destroyed. Charleston, Sept 15. The Charles ton contributions for Savannah exceed $3000, besides $1000 contributed by the city government. Atlanta, Sept 15 Atlanta contrib utes $2000 for the Savannah sufferers. MISSOURI. Fearful Accident on t n Elevator. St. Louis, Sept 15. While Geo Doer- baum.John Doernbein and Phillip Keyp were descending on an elevator at the boot and shoe house of Joseph Bannon, on Washington Avenue, this evening, the machinery gave way and the elevator and men were precipitated from the third story to the ground floor. Kepp was instantly killed and the other two men dangerously hurt internally. The elevator was loaded with goods , and descended with great velocity. r ; - MASSACHUSETTS.
