TELEGKAPHIC NEWS Noon Dispatches. : FOEEIGN. , Torcb-Servian War Servia an Arm-i5tc,e--Au8tria and England nust Snppbrt if Euuia Invades Her-r- The Sitnation Qrowmi ore Perplex - Losdoh, Oct7.The Btandard'd dig pitch isaya : Captain General Jorellar has positi'Vely resigned. Gen Cam pas' leaves for Havana Jhis month, taking with him 8eyeraJ,( entrusted with discretionary powers. The Times' Belgrade -Uispateh says : Servia has renewed her application; for a months' armistice, This application is probably -made with a viev, of the furtLer prosecution of the war under circumstances more promising' for Russia. A month's armistice, mean3 a suspension of fighting for the winter, as operations could not be renewed until the end of November. The -Times' Berlin dispatch sajs little hope is entertained that Turkey will accept an armistice , Turkey is put on her mettle bjrthe Russian occu pation scheme, and will, not accept England's programme as long as Rus sia threatens thus to force terms. If Russia persists in what is a practical dismemberment Of Turkey, England and Austria must assist. The Standard's Berlin dispatch says that Jgnatieff, the Russian m inisier is daily expected at Const an tin ople, and, will make a final effort to induce the! Porte to accept Russia'a conditions. Should the Porte refuse, he has orders to depart The Standard' Constantinople dis patch says: The Turkish government is so exasperated by the entrance of Russians into Servia, that she finds it impossible to accept the terms of the powers. The .Sultan favored the terms but would have been depused had he accepted them. The Times' Conrtantinaple dispatch says : It is asserted that the Porte has asked Earl Derby, to propose new terms ; but Derby refused, advising the Porte to accept unconditionally and immediately the terms already made. The Times' Belgrade dispatch says: In the battle of the 28th ultimo, a bat talion named after Princess Natalie went into action 900 strong, at roll call next day forty answered. A dispatch the Reuter telegram Company from Constantinople says : The Porte's answer to the proposals of the powers, was formally communicat ed to the ambassadors yesterday. The Sheffield telegraph to-day pub lishes the following : Inconsequence of the injury to the Sheffield trade by America's freavj protective duties, fe presentatives have been sent to Earl Cornaran, Secretary for the colonies suggesting that heavy import duties be imposed in retaliation on the Amer ican producer, both in England and her colonies. To these representatives Lord Cornarvan replied on Friday, that as will be seen, on reflecting the pro posal is not one which her majesty's government could entertain. The tone of Lord Derby dispatch to Sir Henry Elliott regarding the Bul garian atrocities, issued last night, is very severe. He points out the advisa bility of placing the disturbed districts immediately under an energetic gov ernor, who should either be a christian or assisted by christian counsellors. This arrangementrsbould be provis ional, and without prejudice to any future arrangements which may be made, in concert with the powers. SOtJTH CAROLINA.
