A Times Berlin special says : After spending twenty milliou rubles in three months at tempting to maintain the normal na tional paper currency, the St. Peters burg National Bank has avowed its in ability to proceed with the operation, and will no longer pay gold for paper. It is believed that the Russian govern ment is trying to obtain war from Hol land. Vienna, Oct 17. A correspondent of the Daily News telegraphs as follows: I believe the Czar favors peace, but it is known that the Empress and Czai's witch are strongly attached to the national party, aud. are exerting their efforts to advance its objects. The Times' Belgrade dispatch says : The government states that 4,000 Cos sacks, arrived, they left Kladova last week, bringing 700 horses. . They marched to Dtlierade. Lokdon, Oct 17.-The Tall Mall Ga zette this evenirg, in a leading article conlends that Russia is at present ac tually at war with Turkey, and that any further efforts at diplomacy are useless. A special dispatch to the Standard from Belgrade, states that the unsea sonable heart is causing much sick ness, Last Week an outbreak of the plague occurred at Agaogelavatz, which killed 318 Servians. Their huts, clothes and bedding were burned, and the ground ploughed up where the pestilence prevailed, when it ceased, as suddenly us it had appeared. A correspondent of the Times at Bel grade, discussing the situation fays: Every diplomatic agent here believes we are on the eve of a great eastern war. The only difference of opinion amung them, is as to whether it will commence in the Spring or almost im mediately. On Sunday, semi-official intelli gence reached Belgrade, that the Em peror of Austria bad informed the Czr tuat Austria would remain neutral, and would make no objection to the cer tain limited occupation of one of the christian provinces of Turkey. The St Petersburg Journal, a semi official paper says : There are indications that the people of Constantinople re gard war as unavoidable, and welcome Russia's decision to finish the matter without delay. The meeting of Rus sian statesmen at Lividia, indicates a crisis on pur politics. This meeting represents official Russia, assembled in view of the boephorous and the seat oi war. A St Petersburg letter to the Times, dated Oct 11, sajs: Doubtless, the general impreeBion here is, that Rus sia is od the eve of a long wished for struggle with Turkey. A special to the Times from Vienna states that the English and French governments, especially the former, have decidedly pronounced for the ac ceptance of the six months armistice. Austria is inclined to do likewise, and Bsked Germany's opinion, which has not yet bee n given. A Reuter telegram from Bucharest announces that a convention has been concluded between the Roumanian and Russian Railway Companies, by which the former undertake to hold in readiness at the disposal of Russia, sufficient trains to transport four thou sand troops daily. Destructive Fire $600,000 Worth of Property Burned. Louisville. Oct 17. The most de structive fire which has visited Louis ville in many years, occurred at 1 o'clock this morning. The flames were discovered in Hecht & Harris' cloth ing house, thence "ere communicated to Davis & Yadin's liquor store, Carson & Daniel's grocery, and A Levy's cloth ing house. All these establishments represent large wholesale firms, and were in one block, owned by Horner & Cj., of Cincinnati. The flames spread across the streets to another block, damaging the Alexander Hotel, Geo W Wicks & Co., a tobacco and cotton house, UntK C G Cievers' hard ware store. Falls City furniture factory and other houses were were also dam aged. The loss will exceed $600,000 with very heavy insurance. NEW BRUNSWICK. One Schooner Ashore Another Wrecked. St. Johns, Oct 17. A schooner is ashore at Cape Tormentive. Five of the crew are drowned. The schooner Hopewell, has been wrecked at Conatney Bay. The crew were all saved. Black Fiends Fire on Unarmed White Men Two Whites filled and Four teen Wounded Belief for the Helpless People. CiiABLESTON,Oct 17. Negroes belong ing to the State militia had theii arms concealed near th9 point of meeting at Cainhoy, 9 miles from Charleston, at which place by agreement, both parties appeared unarmed. A. distur bance occurring, the militia obtained their arms, $nd commenced firing from the bushes, killing two, and wounding fourteen whites. 80 armed whites have hft the city to secure the bodies and protect the people in the vicinity of Cainhoy. The Royal Proclamation Tap Plot of tie Conspirators Grows Dark, r A Bayonet to be Placed at Every Reformer's Throat. Washington, D C, Oct 17. Full Cabinet except Fish Chandler leaves to-night for New York. The President has issued a procla mation. After along preliminary refer ring to the State of affairs in South Carolina the proclamation com mands ail persons engaged in said un lawful and insurrectionary proceedings to "disperse and retire peacefully to tiieir respective homes within 3 days from this date, and hereafter abandon said combinations, and submit them selves to the laws and constituted au thorities of said State, and I invoke aid and co-operation of all good citizens thereof to uphold the laws and pre serve the public peace." The proclamation is regarded as a mere formality, and no further steps are contemplated. No additional troops have been ordered to South Carolina. There is not the most re mote intimation of any intention on the part of the Federal govornment to assists Gov Chamberlain in depriving citizens of South Carolina of their pri vate arms. Maj. Gen Chandler will releave Lieut Col Jas A Ekin a3 chiel quartermaster of the department of the South. The agent of the press dispatches informs us that his statement about private arms being secure, and that Grant would not send additional troops was common gossip and is not true, as the following letter will show. J Gen W T Sherman, Commanding the U S Array : Sir : In view of the existing condi tion of affairs in South Carolina, there is a possibility that the proclamation of the President of this date may be I disregarded. To provide against such i a contingency you will immediately order all the available force in the military devision of the Atlantic to re port to Gen Ruger, commanding at Columbia, South Carolina, and instruct that officer to station his troops in such localities that they may be most speedily and effectually used in case ot resistance to the authority ot the United States. It is hoped that a colli sion may thus be avoided, but you will instruct Gen Ruger to let it be known that it is the axed purpose of the gov ernment to carry out fully the spirit of the proclamation, and to sustain it by the military force of the general gov ernment, supplemented if necessary by the militia of the various .States. Saturday after noon, while considerable anxiety was felt by politicians to hear later returns from Colorado, a young man, having an open newspaper in his hand, board ed a Cass avenue car. "Anything fresh from Colorado?" inquired a fat man from the frent end of the car. "Yes, sir, A mule fell over a preci pice and killed himself," replied the smart young man. "Did, eh?
