France will not break the neutrality,
therefore Russia has only Turkey to

stantinople says : Gen Ignatieft, the
Russian ambassador, will to-day pre
sent his credentials to the Saltan. It
is believed that negotiations are about
to be re-opened between the Porte and
the ambassadors of the Powers, on the
basis of the English proposals.
The Times' special from Belgrade re
ports that it was rumored there on
Wednesday that 20,000 Russians had
croased the Pruth. The French, Ital
ian and Austrian Consuls General
went to OrBOva to ascertain whether
the report was true. No confirmation
has come, so it is probably false.

found that the Court of Etiquette re
quires that the address from the Irish
people to the President of tbe United
States, whicn was to have been present
ed to him ip person by O'Conner
Powell, and Mr. Parnell, shall reach
the President through Sir Edward
Tborntbp, British minister of the
State departm't. There are some phases
iu the address which make it awkward
for Sir Edward and all concerned. It
seems likely now that the bearers of
the addresa wi'l carry it back with
them.
A dispatch fruin New York repre

disturbed, and anxiously awaiting a
remedy.
