Emperor Wi Ham's speech produced an uncomfortable feeling here as indicating that-the Trigh alliance is not firm. London, Nov. 1. The Post says it has reason to believe that only yester day subsequent to the issue of the new Russian instructions, important peace ful telegrams were received from the principals concerned in the negotia tions. It hopes notwithstanding ap pearances, that Gen Ignatieff has not reverted to the original demand for a bare six week's armistice, which would only snatch he fruits of victory from Turkey and enable the Russians and Servians to enter upon a winter cam paign. If the conditions are possible of acceptance as offered, we may feel certain the Forte will accept them. A few hours will show whether Russia means war. lue above is prominent ly printed in the Post.
