C, Dec 7 A reTiew of the telegraphic reports of the action regarding the electoral vote ehtwa the following situation : The republican electors of Alabama cast their vote for Mr Hayes .without any credentials. The democratic electors of South Caro lina under the sanction of a decree of the Supreme Court of the State cast their vote for Mr Tilden. The Demo- csatic electors of Florida, under a pro test and certificates in their favor from a member of the canvassing board who itl'alao Attorney General of the State, cast their vote for Mr Tilden. The The Democratic electors under certifi cates from Gov McEnery of Louisiana cast the vote of that State fer Mr. Til-, den. A Democratic elector of Ver mont claiming the office in the place of Mr Postmaster Sollace, cast his vote for Tilden, and appointed himself mes senger to carry hit vote to Washington The Republican electors of Oregon without any credentials cast their vote for Mr Ha es. The electoral college of Oregon, as commissioned by the IPgftS I SJIJIlXil iEBIS I Governor cast two votes for Mr Hayes and one for Mr Tilden. The summine up shows, covered by the broad seals of the Statei, 185 votes for Mr Tilden, and 184 for Hayes. The following deecribes the situation more clearly. San Francisco, Dec 7.-Apost spacial from Salem says : At noon to-day the Secretary of State delivered to Edward Cronm, Democratic candidate for elec tor contesting the seat of J W Watts, Postmaster, the certificate of appoint ment of elector which ia evidence that S1ESE19 OFgaSUB WEM M&BMMT. Gov Grover has ousted Watts. The six electoral candidates then assembled in the committee room of the Senate Chamber. After a half an hour one of the Republican electors, W H Odell, came out and Trent to the office of the Secretary of State to demand a certi fied copy of the certificate, for it seems the certificate included the name of E A Croner, Democrat, and W H Odell and J C Cartwright, Republicans, and as the latter demanded to see and hold the certificate, and Cronin refused to let him have it, nothing could be done, About this time Cronin left the room where the electors were assembled and took a stroll around town, that when the electors were to meet, Odell and Cartwright refused to act with Cronin, whereupan Cronin declared a vacancy and elected J N T Miller and H Parker to fill the places of the electors, and the vote being taken Croner voted for Tilden and Hendricks, and the two others for Hayes and Wheeler. Cart-. wright and Odell at first accepted the resignation of elector Watts, then elect ed him to fill the vacancy and cast the vote of the State for Hayes and Wheel er. .There is great excitement and the republicans are indignant at the Gov ernor's action. Committees on Privileges and Elec tions of the Senate considered Mr Ed mund's resolution of inquiry into the election which, among other things involves Lamar's seat in the Senate. They appointed six sub-committees to enquire into the questioned States. House. McCrary submittea a joint resolution referring a canvass ot the vote of the electoral colleges to the Supreme Court. Mr Wood suggested that a matter of sucn importance should goto the committee ; whereup on it was referred to the Judiciary. On the House side of the. Capitol the broad seals of the States are ablaze; on thetSenate side they have paled their ineffectual fires. ; The World says: The certificate given by the Governor of Oregon to the de mocratic elector Cronin, establishes on the principles laid down by the Radi cals, the majority of Gov Tilden and puts the position of the presidential contest in a new and interesting light. The Times says; The illegally certifi eated Cronin proceeded to constitute himself the electoral college of Oregon, to take unto himself two republican associates' and cast his vote for Tilden and Hendricks. ' , OREGOBY. Seeing the Conspirators Were About to Throttle Uncle Sammy, a Brave Man Comes Boldly to Hii Rucne. Portland, Dec. 7,-Gov , Grover to day issued certificates to two Hayes electors and one Tilden elector Cronin. The two Hayes electors, declined to meet with Cronin, whereupon the Ut ter who had all three certificates ap pointed two Republicans to act in their places. The two wh"oju he appointed met with him and received their certi ficates, and then all voted for Presi dent two for Hayes, and Cronin for Tilden. FLORIDA. Returning Board Denounced by One of Their Number as Criminal and Base. Tallahassee, Dec 7. A quo warranto was served on the Hayes electors be fore casting their votes. Injunction was issued in favor of Drews, against the canvassing board. Cocke, Attor ney General and a member, of the can vassing board denounced "the returns of the board in an official protest as a criminal and base falsification of re turns. He also gave certificates to the Tilden electors. Mid-ftTigbt Dispatclit. SOUTH CAROLINA. Proceedings of the Rump Chamhtr- lain Sworn in by a Probate Judge. Columbia, Dec. 7. The Democratic House appointed a committee to in form the Senate and Gen Rtiger that it was a legal House under the decision of the Supreme Court, and requested the latter to withdraw troops from the State House. The Senate and Mackey House passed a bill authorizing any qualified officer to administer the oath to the Governor, and a few minutes passed one, the Republicans mem bers of the Senate marched to the Mackey House, where Chamberlain was inaugurated and sworn in by Pro bate, Judge Boon. The States to be investigated by the Committee on Privileges and Elections under Edmund's resolution are Louisiana, FloriJa, Alabama, Miss issippi, Georgia and South Carolina. Sub-committees will set in having power to send for persona and papers. No Southern nominations. House. The resolution offered by Wood of New York, calling on the President for copies of the instructions given to the military officers in the South, was objected to by Kasson of Iowa. Beebe of New York,,was ap pointed on the Louisiana committee in the place of Lynde of Wisconsin, excused. Adjourned. Sestate. Ordered to be printed. Adjourned. The Uniop.a democratic journal with Montgomery Blair as editor, appeared this morning. At the adjourned caucus of the Dem ocrats, Hewitt, of the Committee, ap pointed by the caucus yesterday, re ported a resolution providing for a committee of ten to co-operate with the committee appointed by Demo cratic Senators to take into considera tion the recent elections in the South, and the use of government troops therein, and further to report to cau cus from time to time, such recom mendation as they may deem proper. Wood offered a resolution proposing a resolution in the House instructing the Judiciary Committee whether there ha,s been any violations of law by the President. Lord move J all matters under dis cussion be left to a committee of ten to report when the committee now go ing to South Carolina, Plorida and Louisiana have reported. During the discussion views were of a pacific char acter. The general sentiment that pending questions between the politi cal parties respecting the electoral vote should be preserved distinctively, and side issuing which would divert public attention should be avoided. In this connection it was iiitiraated there should be no movement towards the impeachment of the President. The discussion was generally between Northern and Western Democrats. The Southern members in caucus only participating, when called upon, for advice. They counselled calmness and moderation stating in this connection that the conduct of Wade Hampton offered an example, but owing to the peculiar relations of the South at the preeent time, they preferred not to take an active part in discussion.
