In the ballot to day in the Democratic House for United States Sesator, there were four teen candidates. The vote ranged from 1 to 11. which was the highest cast for Gen M C Butler of. Edgefield. Troops are arriving here from Florida. Everything is quiet, and there is r.o excitement whatever. In the Republican House the ballot for United States .Senates resulted in the election of United States District Attorney D T Corbin, 58 out of 66 cast being for him. In the Senate Corbin 17, Gary, dem. 12. Corbin is declared elected ; both Houses have adjourned. WASHINGTON. Robertson Refutes to be Elected The Report of the Lomisiana Demo cratic Committee to be Print edDemocrats Determin ed to Maintain Their Rights. Washington. D. C, Dec 12 The Her ald's special from Columbia publishes. the correspondence in which Senator Robertson declines being a candidate for re-election. Robertson's letter con cludes : "Regarding this body's intend ing to proceed to elect a United States Senator on Tuesday, as constitutionally defective, ior want of the cooperation of the Constitutional House of Repre sentatives, I am constrained to with holding my name as a candidate before it." In the Senate, Mr Bogy now present ed a memorial of himself, Senators Stevenson and McDonald, embracing the report of the Democratic Commit tee, which witnessed the count by the returning board in Louisiana, and it was ordered printed. The resolution submitted yesterday by Mr Bayard, directing the Attorney General to in form the Senate as to the number of deputy United States marshals employ ed on Noy 7th, election day, was agreed to with an amendment submitted by Mr Edmunds, requesting the Attorney General to also communicate to the Senate a full statement as to the neces sity for their employment, the object and nature of their duties, 4c. lhe Senate then proceeded to discuss the resolution of Mr Mitchell, providing for an investigation in regard to the appointment of Cronin, presidential elector in Uregon. Karal Stations Mr Hewitt to Be In- vestigated Gen Hancock to Re main in Command of the De partment of the Atlantic. Washington, Dec 12. The Board of Naval officers appointed to report re garding navy yard, favor retaining all navy yards and stations except the yard at New London, naval ground at New Orleans, and naval property at Brunswick, Ga. They speak favorably of Port Royal as undoubtedly the finest harbor on the Southern coast. There are several favorable sites for naval stations at Port Royal, but care must be taken in the selection, and mean time recommend that Port Royal be ued as refitting and coaling station tor West Indies. The Cabinet discussed for two hours the nature of reply to resolution of Congress relative to useof troops in the late election. Nomination McLaws, Post Master at Savannah. It is stated the Senate Committee have called upon the Telegraph Com pany for the correspondence of Mr Hewitt. It was decided to hold a mass meeting at an early date. CONGRESS. A Lion in the Path and His Name is Samuel J Randall, the Present Speaker of the House De bate in the Senate on the Presidential Question Washington, Dac 12. Most of to day's session in the house was occupied in the discussion of the important questions as to whether the joint rules of the two Houses, and including the rule for the counting of the Presiden tial votes are, or are not in force. The question came up in an incidental point involving merely the order of business, and which could have been decided under one of the regular rules of the House, but which was decided by the Speaker under one of the joint rule3, because the language used in that rule is imperative. The correct ness of the Speaker's decision was as sailed, and the existence of the joint rules denied by Garfield of Ohio, Kas sonoflowa, Burchard of Wisconsin, Howe of Mississippi, and McCrary of Iowa. But the Speaker maintained his position laying it down as an nxion that what it required two thirds to do, it required the two bodies to undo, and that therefore the Senate alone could not abrogate joint rules. He said that the count of three Presidential elec tions had been conducted under those joint rules, and that he saw no reason why the next vote should not be so counted. This declaration of the Speaker was applauded on the Demo cratic side of the House, and in the galleries. The bill ot last session to utilize the product of gold and silver mines was then taken up under the Speakers ml ing. Its discussion is to be continued to-morrow and next day. The fortifi cation and the post office appropria tion bills were reported from the Com mittee on Appropriations, national Senate has decided by 50 to 4 joint rules not in force. In the Senate. Mitchell called up his Oregon investigation, himself and Mor ton spoke, when the matter went over and the argument was mainly of legal character. Mr Morton citing many precedents during his speech, said Under an aid English law, persons executed for crime were buried by the roadside and every one who passed, cast a stone at the crave, so that the monument of the criminal might grow up with each generation. In regard to this Oreeon transaction, every future historian would add a comment from generation to generation, which would increase its magnitude." Mr Edmund s amendment to the constitution submitting the electoral count to the Supreme Court was debat ed. When a vote was about to be reached. Mr Bogy said he desired to speak on the subject when Mr Ed munds said it was not his intention to unduly press this subject before the Senate, but Senators, could not shut their eyes to the fact that the present condition of affairs was unsatisfactory, and if there was any way to settle this serious difficulty, One which alarms a great many people, that way should be taken as speedily, as due consideration would allow. This matter had been on the tables of Senators since last ses sion, and he could not consent to its rjostnonement until next week. He did not feel at liberty to press it to vote to-dav. and therefore would not ODDOse the request of the Senator from Missouri, Mr Bogy, t allow it to lay over until to-morrow. The matter should be acted upon as speedily as possible, in order that the other House of Congress could have time to act upon it, and the Legislatures of three fourths of the States have time to rati fy it, if acceptable. On the other hand it it should fail, Congress should not be slow in finding some other means 0 ascertaining the result of the; last pre sidential election. ' :i :;5 s Mr Morton again opposed the meas ure, and said the senate was caned up on to re-enact by its electoral college with all its fanlts, and alio the provis ions of the constitution, authorizing the House of Representatives to elect a President, which was a dangerous one in his opinion. There was a bill now before the Senate to provide for counting the electoral vote, which had paesed the Senate, but was still on the table on account of a motion to recon sider, which had been entered. This bill might be passed to meet the pres ent emergency. He hoped the Senate in the preient difficulty would not be driven to the passage of a constitution al amendment which re-enacted two of the most dangerous provisions in the constitution. Adjourned.
