' New Orleans, Dec 16, The mate of the steamboat Pointvent ordered the negro roustabouts from the boat. They returned with a crowd oi negroes. The deck hand fired on the negroes wound ing two. He was arrested by the police and rescued by the negroes and again rescued by the whites and locked up. The police when reinforced attempted to remove the prisoner to a place of safety when a fight occurred, and 10 or 20 neeroes and three whites we wounded. New Orleans, Dec. 16. A special dispatch from Vienna to the Daily Telegraph says ''Servia has signified her willing ness to make a proper reparation for the recent insult to the Austrian flag in the forcible detention and search ing of an Austrian mail steamer by Servian police." A special dispatch from Berlin to the Standard says "despite all peaceful statements elsewhere, the news receiv ed from the conference ia high polit ical circles here, maintain that a Rugso:Turkish war is inevitable." The follow ing explains itself : Washington, D. C, Dec. 19' 76. Editor Constitutionalist. Augusta, Qa: The statement going the rounds of the press to the effect that I am ad vising a friendly acceptance by the people of the South of the inaugura tion of Mr. Hayes, is totally unfou id ed. I never have, and never shall, advise them, or any other people, to give a friendly acceptance of any administration inaugurated by the grossest frauds and most pdpable usurpations. While I might not advise forcible resistance to an admin istration, thus inaugurated, yet I never could -give it the sanction of my approval or friendly acceptance. For the overthrow of such a dynasty I should rather appeal to the peaceful instrumentalities of the Constitution. They are the legislative halls, the judiciary, and the ballot box, the latter of which should ever be held as sacred as the Ark of the Covenant. (Signde), Alex. H. Stephens. House. After the passage of the post office appropriation bill, the Speaker laid before the House a tele gram received by him from Mr. Mor rison, Chairman of the Louisiana Select Committee, and that of Mr. Morrison from Mr. Orton, President of the Western Union Telegraph Co., in which Orton refuses to produce the originals of telegraphic dispatches. The dispatches having been read, Mr: Wood, of New York, rose to offer a resolution, prefacing it by the ex pression of his belief that the House would not be slow to vindicate its rights and privileges. Mr. Hoar, of Massachusetts, made the point of order that the question was not properly before the House, as a report of the Committee could not be made to the House by telegraph. The Speaker over-ruled the point of order, and ruled that it was in order, holding that it was a question of privilege, and that it was properly before the Houss. Wood's resolution was then read as follows: "Resolved, That the communication presented by the Speaker from the H011. Wm. K. Morrison, Chairman of the Select Committee appointed to investigate certain matters relating to the late election in Louisiana, be referred to the Judiciary Committee, with instructions to report at the earliest practicable moment what ac tion the House should take in the premises to enforce its rightful au thority." Kasson, of Iowa, again pressed the point of order made by Hoar, but the Speaker adhered to his ruling, and Hoar remarked that, on reflection, it seemed to him that the. position of the Speaker was entirely correct. The resolution was then passed without discussion or division. The House then proceded to the special order, which was the delivery of eulogies on the late Speaker Kerr. Between four and five hundred men and women were discharged from the Bareau of Engraving and Printing to day. John J. Davenport, of New York, an election commissioner, and Senator Morton, had an interview with the President on Thursday. Another ac count is that Davenport went alone to sse the President, for the purpose of exhibiting his disbursements of the Secret Service Fund. Davenport re marked that it was wonderful how quickly the President comprehended the cypherings. The President ap proved the account, Speaker Randall received a dispatch from Chairman Morrison of the Louis iana Investigating Committee, which says : ".Every obstacle naa been and vtill be interposed to hinder this com mittee in the discharge of its duty. The republican witnesses have been threatened and dare not testify with out incurring loss of position and per sonal danger. The production of pa pers and telegrams is refused, it is believed upon assurance of protection from Washington. Without the power of the House to enfore obedience toils process the committee cannot dis change its duties. The House should remain in session."
