In the Senate during the morning hour, various bills jind petitions of no public importance Were presented, and referred to appro priate committees, and on motion of Mr. Wright, a bill declaring the true intent and meaning of the Union Pa cific Railroad acts of July 2s t,. 1862, July 2d;'l864, and July 3d, 1866, was taken up. It refers to claims made by the Central Branch of . the Union Pacific Railroad Company for lands and bonds for the construction of its road in excess of 100 miles from the Missouri River; ! , v HOUSE. Barnes appeared at the bar of ' the Htuse. At request through counsel he jv-as allowed until Friday to prepare his inswer, meanwhile he remains in the nominal custody of the Sergeant-at-Arms. Mr. Turner, manager of the telegraph office at Jacksonville, Oregon, refused to disclose the secret of his office before the Committee of Privileges and Elections. He will be reported to the Senate for contumacy. Cronin testified that three thousand dollars had beeu rassed to bear his ex penses to Washington, lie supposed by subscription from Oregon Democrat?. 1 The sub-committee of the Pacific Railroad met, b,ut adjourned till to morrow, when tht-y will have a meet ing, preliminary to meetings of the full committee, set for January -1th. The board made a return i the Courts declaring the vote for Governor. The Courts accepted this a? a substantial answer to the -writ and discharged the parties with proper costs. What action will be taken regarding the electoral vote is hot determined. Drew was inaugura ted at noon. Chief Justice Randall administered the oath. The inaugural address guaranteed a full concession and protection in the enjoyment of all rights and privileges under the Consti tution and laws of the United States to the freed men. A great many colored people witnessed and took part in the Inauguration, and but few Republicans absented themselves. Nearly if not a-1' of Gov. Stearns cabinet officers were present. Gov. Stearns himself did not attend. The oath was administered to" the Lieut.. Governor also by the Chief Justiqe. The legielature is organized in both branches, and both are Demo- cratic. FOREIGN. TheTurco-Russian War Clond Dark ening Turkey Supported by an Unknoton Power. London, Jan 3. It is reported that Gen Ignatieff the Russian minister at Constantinople has already embarked the archives of the Embassy. The News' Constantinople dispatch says, somebody is encouraging the Turks to resist. Some believe that Austria is doing so secretly. - The Nw Vienna dispatch says Ignatieff voted for the prolongation of -the armistice on the understanding that it should apply to Servia and Mon- itenegro. The Telegraph's Peru dispatch says ; At the conference between Saulsbury andjMTdhad Midhad declared the Sultan would uphold his -rights and put his itrust in God. ' A dispatch from ' Paris announces Banque France Hoilandaise is declared bankrupt. NEW YORK. Mail Robbers Arrested. New York, Jan. 3. Three of the former employees of Dodd's Express Company, were arrested on the charge of cutting open the mail bag and ab stracting letters while in transit between this city and Brooklyn. They were turned over to United States authori ties for trial. Warrants are out for the larrest of others. 'Anotherexpedition will probably be organized in a few weeks. ' ' i Iliil-Night Dispatches- WASHINGTON. Congressional Proceedings Cronia's Testimony. Washington, D. C, Jan. 3. Nomina tionJohn A. Steele, Collector Second Alabama District. SENATE. Speneer, l Alabama, presented a petition from shipmasters and others, of Mobile, Alabama, remonstrating against the passage of the House bill to amend shipping; act of 72. Refer red to the Committee on Commerce. Mr. Morton, of Indiana, from the Committee on Privileges, submitted a report declaring that Wm. Turner, Manager Western Union ' Telegraph Office at Jansonville, Oregon, a witness summoned before the Committee to testify in regard to the electoral vote of Oregon, had refused to answer certain questions propounded to him by the Committee, on the ground that he could not divulge the business of the office, and testify as to matters passing over the wires. Accompanying the report was a resolution of the Committee de claring that Mr. - Turner is in duty bound to answer the questions, and cannot refuse to do so by virtue of his official connection with the- Western Uniou Telegraph Company.. Ordered to be printed. Mr. Morton gave notice that he would call it up for considera tion tomorrow. Bill allowing the late Collector 4th Georgia District his salary, passed. Wright's railroad bill was discussed to adjournment. Nothing new in Cronin's evidence beyond the facts that Parker and Miller rwho acted with Cronin in the electoral college are Democrats, though they cast their ballots for Hayes and Wheel er. Cronin had no conversation with Senator Kelly, and consulted no law yer regarding his course. After being elected messenger, Cronin asked leave to resign aa he could not afford to make t'ie trip. He had spent fifteen hundred dollars in the campaign ; had no promisethat money would be refund ed to him ; spent the money with no idea of getting it back ; has law prac tice worth five to six thousand dollars a year. SomeDemocrats present express ed thewillingness to help pay his ex penees to Washington ; he estimated expenses three thousand dollars. Those present thought it too much; he would not come for less ; had a case in the Supreme Court which interfered with his coming. He advised with who said you might as well go, for un Icbs Tilden is elected the country is gone, and then the case won't amount to anything. Bellinger, Chairman Democratic Committee had $2,800, the additional two hundred was raised by note signed by witness and Bellinger. A- man named Patrick had told Cronin if Tilden was elected hev would have anything he wanted. Cronin said Mr. Tilden would have nothing he wanted. Patrick said nothing about money. HOUSE. The committe on the electoral votes had two mee'ings to-day. The matter collected has been ordered to be print ed. The joint meeting will not occur in several days. Majority and minority reports in the case of the admission of representa tives from -Colorado were made and. recommitted. The majority report recogaizes the existence of Colorado as a State, while the minority report recommends the passage of an act for admission. Mr. Dill, of California, was appointed in place of Monroe on the committee on rights, duties and privi lege of the house in connection with the counting of the Presidential votes. FOREIGN. The Situation in Reference to the Turkish War. London, Jan 8. The Pall Mall Gazette says editorially : We have good rea sons to believe that the outlook East ward is as dark as the telegrams made it appear. We were not prepared for the thorough going obstinency of the Turkish attitude. Even if the Turks desire a rafiture with Russia it was un necessary lor them to almost court general denunciation , by rejecting everything. They might simply' have presented counter proposals with Gen. Irnatieff could not accept on ther hand. It may be that having deter mined to fight rather than submit to more onerous; demands. Ministers think it will serve them best with their own DeoDle to reject all manner f in , . " - - terference in one word, arid, then we hear that Gen. Ignatieff is instructed to listen to no counter proposals at all if so the expression of conference will probably be lost, and by the end of the week Lord "Saulsbury will be on his way home. , -. , , .
