The Returning Board is in quite cloae confinement. Visitors are ad mitted by card, and conversation held within hearing of an officer of the House. Judge Bradley is selected as the fifth Judge. Three letters from Gov Wells; one to Hewitt, one - to Cameron, and one to Senator West will be produced to-day. Washington, Jan. 31. The Florida majority report will show from certified copies of every re turn made to the board of canvasser 96 majority for Tilden. The President of the Senate has re ceived from Gov Drew the official pro cec dings of the Tildeu electors, and the recamass of the votes under the new returning board, showing Tildeh's majority, 90. The . official papers are: First, A certified copy of the act. of the Legislature authorizing the new returning board to recanvass the votes for President and Vice President. ; -. Second, A copy . of the returns as canvassed, by the new board and certi fied by them. Third, The Governor's certificate of the appointment, and due authoriza tion of the Tilden electors. Fourth, The declaration by the elec tors themselves,' duty - certified that mission met at 11 o'clock to-day, .The Clerk of the Supreme Court adminis tered the oath to Clifford, who qualified the other Commissi ners. He de-1 clined to explain any of the telegrams, except to say that he was Hancock, Wells was Calvert, and Thomas was Pickett. Witness said that he did not vote at the last Presidential election, but would have voted for Hayes if be xi ad voted at all.
