The stunning effect of the "party decision "of the r3ohamiasion on tbe nVa;n qaestion yesterday, is somewhat dissipated this morning. The Union claims that in all essential particulars, the question is before the Commission in the shape J indicated and desired by Mr O'C'oner in his opeuing statement. The Commission is convened in open session, and Justice Clifford's pro ceedings are now in order under or ders adopted yesterday. Mr Green, counsel fjr the Demo crats, called Goe P Rae, of Florida, who was sworn. Question. Were you present when the the wi it of quo warrant was serv ed? Eyarts objected to the question as not being in order, and the Court sustained the objection to the ques tion. Green then j-rcs-ntoJ tho certificate from the Clerk of the Court, that no resignation was li'ed up to January, 24th, 1877. Green then announced that that was all the affirmative evidence they were prepared to offered. Humphreys, upon being sworn, pro duced Wood's letter accepting his res ignation , and testified that another let ter was received by him, dated Oct. 6th, 1876, from the Collector, request ing witness to turn over the books and papers of his office. Merrick object ed to the last paper. Clifford then announced the case ready for argument, two hours only allowed for each side. The argument was commenced by Judge Hoodley. The Committee on Privileges and owers of the Senate, examined Albert 'eyson.th-e Democratic Elector, who is a Pole, and he alleges was born in New York. The Howo's Louisiana Committee examined Judge Davis, but nothing important transpired. The Committee on Privileges and powers then took a recess on account of Fields being before the Commis sion. Gov Wells had a chill this morn ing. Judge Waite quoted."that yesterday's proceedings are merely preliminary, and furnished no indication of the final issue." Dan Voorhees quoted, "A black eye but nothing serious." House. ' - ;' The Appropriation Committee is making its items for the military ap propriation bill on tie basis of twenty two thousand men. The case of-the United States against Gen Belknap was dismissed on motion of the District Attorney, by direction of tha Attorney .General, for the reason that the evidence would not sustain the prosecution. The action was taken by direction of the President. Mrs Mary S Oliver, a citizen of Penn sylvania and a clerk in the Treasury, has instituted suit against Hon Simon Cameron for breach of promise of mar riage. Damages $50,000. Respective age of parties, 35 and 78. The argument in the Floiida case U closed. Each side used their powers in argument which was very close and technical. The Commiesion will take the case into private consideration ear ly to-morrow morning, and it is expect ed they will reach a result during the day. The Democrats have little hope for anything more favorable to them than the throwing out of the vote. The contest in the Louisiana case will be over the legality of the return ing board itself. It wi'l be claimed that there Ira been no canvass of the votes and tbat no electors have been appointed. The same excellent au thority which iurnishes these rather discouraging foref hadowings, expresses absolute confidence that the Commis sion has inaugurated a line of proce dure that must throw out the vote of Watts, the Oregon postmaster. Ftss Explosion Tea Killed Lord Saulsbary's Resignation Rumored The eff ict of Midhat Pasha's De position en Turkey's Policy Im-p- t-ut Bankrupt Decision. Lond n, Feb 8. The British steamer EUitl, from Bilboa for Newport, Walee, was wrecked on the 19th of last month. An explf sion in the foss of the col liery near Bolton, killed ten persons. Parliament meets to-day. Grave differences is reported between Lord Saulsbary and his colleagues. Rumor of the resignation of Lord Saulsbury are in circulation. The causes and effects of the down fall of Midhat Pasha are still the sub jects of conflicting views. Constanti nople advices reiterates the statement that the dismissal of Midhat Pasha does not imply a change in Turkey's foreign and international policy. The registrar in bankruptcy has de cided in favor of the United States on an appeal from the decision of the Trustee in Liquidation of the liabilities of Clews, Habicht & Co. This decision will enable the Uoited States to prove the debt which the trustees objected to on the ground that it was due from a New York house, because the London house had not yet received remit tance at time of Henry Clews & Co's ailure. The answer was that Henry Clews & Co received the remittances merely as agents of Clews, Habicht & Coi The decision of the trustee was over ruled with costs. Mr Grover after formally turning oyer the executive office to Secretary Chad- wick, now acting Governor, will return immediately to Washington to assume his seat in the Senate on March 4th. Loss $40,000. A Steamer Collides and Sinks. Cincinnati. Feb. 8. The steamer Boston struck a tow boat early this morning at Scioleville and sunk to her upper deck. No lives were lost. There are rea sons to believe that the wrecked steam er is the George Cromwell instead of the George Washington.
