Clifford an nounced that two houra only should be allowed lor each side, and that the Commission waa ready to hear objec tions to the Hayes' Electors certificates. Senator McDonald opened, claiming that the Hayes' Electors were not egally elected, quoting, from the stat utes of Louisiana, showing two sets of Electoral 1 aws. John Mc Enery had not attempted to exerc se the functions of Governor since 1874, and now comes forward and attempis to give certificates to the men who claim to have been elected Tilden elec tors. Mr Hurlbut read one of the cer tificates to show its peculiar phraseolo gy, and that McEnery did not sign him Belt" as Governor, but used the great seal of the State. He had no seal, nor did he have any office. The fact being settled that Kellogis the only lawful executive f Louisiana, he would ask the commission whether they had the right or the time to investigate the election in that State. He read from the laws of Louisiana to prove his stste ments. Howe followed Hulbert on the same side. ' The Commission adjourned at G o'clock- Jas Pelletier, of New Orleans, testi fied before the committee on powers and privileges. lie testified that he was a waiter at the restaurant, where on Sunday, Dec 3rd, the members and Clerks of the returning btard dined, and overheard the conversation be tween Wells, Anderson and Littlefield. He heard Wells say in reply to the question of Littlefield: "No matter if Tilden has a hundred thousand majori ty in the State, the vote would be given to Hayes, and that he (Wells) did not care what would become of the Stat?. Freight .A grant's Meeting. New Yobk, Feb. 13. A Chicago dispatch says that a very important meeting of General Freight Agents of the Trunk Ksilroads was held there yesterday. Representatives were pres ent from the Baltimore & Ohio, Michi gan Central, Pittsburg and Fort Wayne, littsburg, Cincianati and St. Louis Grank Trunk lines. The meeting was called to settle the schedule complications which have risen regarding the rate on foreign frright, that is, to adopt a plan f-r insuring uniform rates in competitive traffic destined to European ports. The following tariff was agreed upon: Chicago to Liverpool, wheat 52 cents, corn 53 cents, provisions 60 cents, flour $1.24. Chicago to London, provisions 72 cents, flour $1.30. Chicago to Glas gow, wheat 34 cents, corn 56 cents provisions 72 cents, flour $1.48. Chica go to Bremen, provisions 88 cents. Chicago to Antwerp, wheat 68, corn 69, provisions hS cents, flour $1.55. The rate from Milwauka to these points will be a cent higher in gold toan the tariff from this city. Flour will be charged for by the-barrel and other freights by tho 100 pounds. Bill to Fund the Endorsed Geor gia. Itasilroad Bonds. Atlanta, Feb 13 The House of Representatives passed a bill this morn ing to fund Railroad bonds endorsed by the State of Georgia. The bill au thorizes the issue of bonds of the State of Georgia amounting to $2,298,307 for the purpose of retiring by exchange or paying off recognized bonds of the Macon & Brunswick Railroad to the amount of one million nine hundred and fifty thousand dollars.
